Francis William Scarratt was born at Hadley End, Yoxall, Staffordshire in 1876, second son of Thomas Scarratt and Annie Atkins.  In the mid-1880s, the family moved to Derby, where Thomas worked as a coachman.  Francis William married Mary Johnson at Burton in 1897, and they settled in Derby, where he worked initially as a "designer for wall paper."

According to Craven (1993) Scarratt operated a studio first from 114 Abbey Street, and then from 115 Normanton Road, in Derby, between 1900 and 1914.
F.W. Scarratt was also renowned as a publisher of landscapes and postcards.  One of his postcards, tentatively dated at c. 1912-14, shows an F.W. Scarratt stall at one end of the Market Hall in Derby.
