Sarah Jane Kelley
by Susan Brooke
Dec 2020

When Sarah Jane Kelley married Timothy Shufflin in Alexandria, Washington, PA in 1821 she was listed as "of Ohio Co." (1)  Ohio County, West Virginia connects to the east with Washington County, PA. In the 1880 census 4 of her children said she was born in PA.  One said OH, possibly referring to Ohio County. But another 2 said either GER or POL. (2) After their marriage they moved to Wayne County, OH. She and her husband sold some land in Wayne County in 1840 and moved to Pope County, IL.  Her husband, Timothy Shufflin, died there 15 Oct 1840.  (3)
Before he died Timothy Shufflin bought 80 acres of land from John Whiteside for $400. (4)  Sarah Jane then sold this land to George Washington Waters in Oct 1841. (5)  However, there is also a Certificate saying Sarah Jane Shufflin made full payment on 81 acres of land in West half of the SE quarter of Section 29 in Township 12 on 2 March 1843. (6) This land is important because it is the same land that was being distributed to her heirs in 1862. (7)
Sarah Jane Shufflin was named administrator of the estate of her husband Timothy Shufflin and was appointed guardian of the youngest 6. (8) The estate of Timothy Shuflin paid $40 a year to the widow, Sarah Jane, for each child. She was also paid an additional $40 each for boarding her other children, Eliza and Kisea, who were deemed old enough to choose another guardian but who had not done so. (9) Eliza remarried to Edmund Douley 4 Jul 1843. (10) This information is from an Illinois marriage Index and may just be a reflection on the fact that Edmund Douley was paid by the estate of Timothy Shufflin for keeping "5 of the heirs" on that date.(11)
During the years 1843-44 Sarah Jane Shufflin was involved in many court battles. (12) She was running up court fees.  She and her children were involved in "riots."  At one point she was accused of murder with her son John T Shufflin called to testify against her.  The charges were dropped and then she disappeared from all records.   Her children appeared a couple of years later in Portsmouth, Ohio. Keziah Shufflin married in Portsmouth in 1846.  Eliza and Sarah Ellen Shufflin married in Portsmouth in 1848. Henry, Mary Jane, Kezia and Eliza are listed in the 1850 census for Portsmouth.  However, there is no record for Sarah Jane Shufflin or Edmund Douley anywhere. Sarah Jane is not found in any record between May 1844 when her court suit was dropped and 1862 when she is finally found living in Columbus, Franklin, OH next door to her son, John Titus Shufflin.  Her daughter Samantha was living with her.

Shuflin, Semantha, weaver, works Columbus Woolen Manufacturing Co.

She may have died sometime before 1 Apr 1862, since her children were selling their share of their mother's land to their brother, John T. Shufflin. Pope Deed BK L pg. 486 (12)

Speculation on Sarah Jane Kelley

Donegal Township is the 3rd largest Township in Washington County (in terms of geographic size.) Our community is bordered by Ohio County, West Virginia and the following Townships in Pennsylvania: Independence, Blaine, Buffalo, East & West Finley. We are 42 square miles in land area which includes the Borough of Claysville and the former Borough of West Alexander. We have historic sites, covered bridges, the Old National Pike Road, Interstate 70, Dutch Fork Lake, lots of country roads, great scenery, farm lands, fresh air and plenty of friendly faces.

Sarah Jane Kelley was born in Pennsylvania according to the 1880 census records of six of her children. One says Ohio and Eliza says Germany, but Pennsylvania is probably correct. She was  married to Timothy Shufflin in West Alexander, Washington Co, PA by the Justice of the Peace on September 11, 1821. Her daughter Eliza Shufflin Hannahs died as a member of the Methodist church according to her obituary, so most likely the family was Protestant.
The Irish had a custom of naming their first son after the father's father and the second son after the mother's father. Timothy and Sarah Jane named their first son Henry, probably after Timothy's older brother, Henry Shufflin.  Their second son was named John Titus Shufflin making us think John Titus must have been somehow connected to Sarah Jane Kelley's side of the family.
John Titus first shows up in Donegal, PA in the 1798 Pennsylvania Direct Tax.  He remained in Donegal for the 1800, 1810 and 1820 census records at which time he had nine children living with him: He wrote his will on 9 April 1822 and it was probated 15 Aug 1822 naming 4 sons and 5 daughters.

From History of Washington County, PA  pg 822

John H. Titus, one of the representative citizens of Donegal Township, who has been living on his present farm since 1888, is a member of one of the early pioneer families of this section, and was born in Donegal Township, Washington County, PA., Apr. 2, 1849, and is a son of Isaac and Elizabeth (Hayborn) Titus.
The parents of Mr. Titus were both born in Washington County.  The grandfather, John Titus, was an early settler here and the late Isaac Titus engaged in farming for many years in the same locality.  Isaac Titus was a Republican and he served in public office, being a school director for many years and also was a road commissioner.  Of the five children born to Isaac Titus and wife, three survive and all reside in Donegal Township: Margaret J., John H. and Joseph.
John H. Titus attended the district schools in Donegal Township and from youth has been engaged in farm pursuits.  He is now the owner of old and interesting landmarks of pioneer days, now in a state of disintegration.  He is an excellent judge of agricultural conditions in his section and is largely interested in sheep raising, keeping on an average about 100 head.
On Oct. 25,. 1888, Mr. Titus was united in marriage with Miss Laura V. McConn, who was born in West Virginia, a daughter of J. Wilkes McConn, and they have had three children, of whom one survives: Mary Florence, who was born Sept. 28, 1896.  Mr. Titus is a Republican in politics and a Presbyterian in religious faith, attending church at West Alexander.

Sarah Jane Kelley married in West Alexander which was next to Donegal.  In 1800 there was a John Kelly living in Donegal, unmarried, between the ages of 26-44, therefore born between 1756-1774.  There is no Kelley listed in the 1810 census for Donegal but there is a George Kelley in Finley, Washington, PA  1 male over 45, 2 females 10-15, 1 female 16-25, 1 female over 45.  And in 1820 there is a John Kelly listed  for Finley, Washington, PA.  He is over 45, therefore born before 1775.  His wife is 26-44. They have three children: one male 16-25, one female under 10 and a female 10-15.  Unless Sarah Jane Kelley married at the age of 16 she does not fit into this family.  And since Timothy and Sarah Jane did not have a child named George, it is also unlikely that she was born into that family.  The William Kelly of Buffalo, Washington, PA has no children.
There are of course other Kelley families all over Washington County.  Sarah Jane could have been born into any of these families.  However, no adult male with a daughter old enough to marry the next year is listed close to Donegal in 1820, so we can probably assume her father had died before 1820.
The marriage record for Timothy and Sarah Jane indicates she is from Ohio County, which is part of West Virginia.  There is an Isaac Kelly with several children living in that county and his son John was buried in a Presbyterian cemetery thus they were probably Presbyterian as was the John Titus family.  However none of the sons in 1820 have daughters old enough to marry.
Perhaps Sarah Jane's father had died before 1820 and John Titus became her mentor. (Her father could have been the John Kelley who was in Donegal in the 1800 census, unmarried.)  John Titus may have been a relative or a friend of the family.
Titus is an unusual name and the only Irish link found so far is to a John Titus living in Dublin, Ireland.  A John Titus and his wife Sarah had three children baptized in protestant Church of Ireland: Will Titus on Feb 23, 1755, Jane Titus on April 9, 1758 and Mary Titus on Aug 2, 1761.  Two of these children were baptized in the St Luke Parish which is the same parish where the only Irish family named Shufflin was found.
This is pure speculation but it is of interest that Timothy Shufflin immigrated to Baltimore, Maryland around 1808 and was still there in 1817 when he had land surveyed in Wayne County, OH.  He is in a court case in Wayne County in 1819 and is listed in the 1820 census for Wayne County, OH but for some reason travels back over 100 miles to West Alexander, PA to marry Sarah Jane Kelley in September of 1821.   He must have known her before he moved to OH.  Maybe he passed through West Alexander on his way to Ohio.  And just maybe that reason was that a son of his old mentor lived there.  Timothy's father may be the James Shufflin of Dublin who died the year Timothy was born, 1785. (Timothy's brother Henry Shufflin named his first son James.)  It could be that Timothy Shufflin and Sarah Jane Kelley both knew men named John Titus when they were young.  The John Titus of Donegal, PA may be the son of the John and Sarah Titus of Dublin. From the 1800 and 1810 census records we know he was born between 1756-1765 and that fits in perfectly with the ages of the Titus children born in Dublin.

There is no proof that this James Shufflin was the father of either Henry or Timothy Shufflin, but it is a distinct possibility. James Shufflin and Ann Newsom were a Protestant Shufflin family and they are the right age. James Shufflin married Ann Newsom in the Church of Ireland parish church at St. Werburgh, Dublin on 22 Aug 1776.  They had their daughter Eliza baptized in the St. Mary parish church, Dublin on 8 Jul 1777. They then disappeared from the records until the death of James Shufflin and there is no record for a baptism for either Henry or Timothy.  However, Henry Shuflin was born about 2 years after Eliza, about 1779, and Timothy Shufflin was born about 1785.  James Shufflin was buried 13 Mar 1785, at the parish church of St. Luke, Dublin.  His death record says he died of dropsy which was edema or swelling often caused by cardiac arrest.  The record also says he was of Drury Lane.  He died the year that Timothy Shufflin was born.

Anne Newsam who married James Shufflin in 1776 was baptized 29 Jan 1755 at St Luke Parish, Dublin.  Her parents were George Newsam and Anne Dally.  A John Titus and wife Sarah had two children baptized in the St. Luke Parish in Dublin about the same time James Shufflin and Anne Newsam were born.
