Emperor Huang Di, not Chin Huang Di who came much later, was credited with creating China's 100 surnames. Anyone coming from any one of these surnames had the right to become ruler of China. When looking for the real origins of "Chinese" surnames, though, one must look to other sources. If you want to know the true origin of the surname Yong, Young, or Yang, it goes back to the Shang Dynasty and to the Shang's Shemite background.
