I don't know anything about your grandfather. I do know we share the same name. Hi, Alvin Chinn, its Alvin Chin!
I was born in NYC 51 years ago and grew up there. My grandfather was born in San Francisco and we made pit stops along the way to the East coast.
My relatives had documents at San Francisco, the most likely place of disembarkation for a Chinese at the turn of the century. You might want to try some genealogical society there or the Mormons. By the way, I do not recognize the address you cited as a NYC address. What does the SE mean?

: Looking for information about my grandfather, Chin Kwei Hin, travelled from Canton China to Cambridge Massachusetts approximately 1900. Met my grandmother in Cambridge and moved to New York City. My father was born on SE 19th St N.Y., 1903.
