No: First, in the Chinese language there are only roughly 100 family names (in fact the idiom for civilians are literally translated to "old hundred family names"), but Duong isn't one of them, but the closest one is "dong". Second, all Chinese family names are of 1 syllable (except OuYang, a rare family name), which pronouncing Duong seems to resemble 2 sylables (Du-Ong).
