This can be a Chinese surname and if you know what dialect this belongs to and/or a place name, a more definitive response maybe given. Luong is possibly a variation spelling for Liang which may mean "the central beam of a structure". In Cantonese, it is more commonly seen as Leung or Leong. There is a remote chance Luong stands for Long/Lung meaning "dragon." Although this is not a very common surname, in the Daliang region of Shunde county, Guangdong province, there is a concentration of this ("Dragon") surname. Then again, this surname maybe ethnic Vietnamese, or Hoa.
