From 1791 to 1800 Washington District was encompassed the counties of Pendleton and Greenville. In 1800 Washington District was abolished and Pendleton Co. became Pendleton District.
I think Thomas Crow was in 1790 census in Pendleton SC.

In the Pendleton, SC, 1790 Census there is a Ms. Charity Crow. Five houses away in one direction is Hugh Harkins. Six houses in other direction is Thomas Crow
I requested the requirements for Revolution War land grants from SC. I got a copy of Act# 1075(1778) and Act# 1250(1784) What I get from reading the acts. Thomas Crow would
have been a soldier. And not just supported the war effort.
This is a quite from the Act of 26 March 1784.
�II. And be it futher ordained by the authority aforesaid, That the land between Togolo and Keowee rivers, heretofore reserved in order that such quantity of it as the officers and soldiers
of the Continental line of this State are entitled to, should be granted unto them�
There is a note in margin of I. �Warrants of survey, &c. to issued grants to the officers and men of the army and navy.�
There is a good chance that out Thomas Crow served in the SC Continental line.
Ancestry.com has three listings for Tho or Thomas Crow. The rank of two were fifer(Tho & Thomas Crow) the other was private(Thomas Crow). I know our Thomas Crow was not the fifer.

CROW, Thomas R2538 Filed from Lawrence county, TN although he lived in
Giles county, TN. Enlisted at place called, "Cross Roads" in NC in Capt.
John Montgomery's company, 6th Regiment SC line. [that is what it says].
Affidavit indicates transfer due to his being enlisted by "mistake" by Capt.
Montgomer. Pension granted due to service as a fifer in company commanded by Col. Henderson of the SC line. Taken prisoner at Sullivan's Island, SC
during fall of Charleston. Captive aboard prison ship Roebuck for 4 months.
Due to disease, many prisoners were transferred to a camp on St. John's
Island from where he made his escape. In 1821, his wife Sarah was 50 and
children Betsy 16, Patsy 14, James 11 & Thomas 6.

The 1900 Fisher County census listed Searcy Crow age 28, born Feb. 1872 in Texas, father born in Alabama, Bethona age 23, born Jan 1876, father born in Mississippi, Robert D. age 6, born Sept 1893, Clara age 5, born April 1895, both children were born in Texas.
I feel sure that this is the correct Crow family, because Clara's birth day matches. Then I think that this Robert D is our David Robert.
Also with the fact that Clara and Virgil and Hester and Oma were in Fisher County on the 1930 census.
And in the 1930 census living next door to Virgil and Clara was a James M. McLarrn age 63 born in Alabama, Martha age 48 born in Texas, Ili Boren age 14 (Step-Son), Searcy Crow age 58 (Brother-in-Law),Hammie Morgan age 14 (Nephew).
