The Three Governments Of God
There are three kingdoms in heaven. They have been called by the LDS groups as The Telestial, Terrestial, and Celestial. The idea as presented to them is that the :
  1. Telestial kingdom is that level known as the civil law. The meaning has to do with people being honorable men of the earth. In the Christian system the minimum allowable level to be considered a part of the heavenly kingdom required an adherence to the law of Moses as they understood it. This was a moral code relative to their belief system. It is their belief system, but not necessarily god's. The concept has been explained further in the article called The Kingdom.
  2. Terrestial kingdom is the second level. The minimum requirement for this level is that law based on what has been called the golden rule or to love your neighbor as yourself.
  3. Celestial kingdom is the third and highest level. The law of this kingdom is to serve god or mankind in the highest sense. Examples have been given such as to serve god with ones heart, might, mind and strength.  The idea is to engage in that level of service to mankind as to give or sacrifice all that one has to offer to the higher cause of god or mankind. Or to the positive polarity or simply stated to do good.  The highest example given is that to lay down ones life for this cause as did one known as the Savior as well as others.

If we can grasp this concept of three heavenly kingdoms, we can attempt to implement the same. It is my purpose to teach/learn principles as they apply to these. The concept is that there are orders of governments based on these different kingdoms of heaven.  People have patterned governments of the governments of heaven, and in these examples, they are patterns based on but not necessarily of that level of perfection required to qualify as a kingdom or part of heaven.   As this earth is in a mixed state of the positive and negative polarity, and is the testing ground and battlefield of good and evil so to speak. This being said, the concept of more than one government system within countries and nations did and do exist. An example is 12th century England:

Benefit of clergy

"Prior to the 12th century, traditional English law courts had been jointly presided over by a bishop and a local secular magistrate. In 1166, however, Henry II promulgated the Constitutions of Clarendon which established a new system of courts that rendered decisions wholly by royal authority. The Assizes touched off a power struggle between the king and Thomas Becket, Archbishop of Canterbury. Becket asserted that these secular courts had no jurisdiction over clergymen because it was the privilege of clergy not to be accused or tried for crime except before an ecclesiastical court. After four of Henry's knights murdered Becket in 1170, public sentiment turned against the king and he was forced to make amends with the church. As part of the Compromise of Avranches, Henry was purged of any guilt in Becket's murder but he agreed that the secular courts, with few exceptions (high treason being one of them), had no jurisdiction over the clergy."

As we can see from the above, there were two separate systems of governments patterned after the later idea of church and state. The concept is to make a division between the Telestial kingdom of the lower civil law, and the Terrestial higher so called church law presumably of the love your neighbor as self standard. In the orders in heaven, the higher and lower forms of government are not considered higher and lower in the sense of better than one over the other. Rather they are different levels of human advancement. They work together in the similar fashion as other orders of heaven working in harmony with each other each order being ruled by one of the three departmental heads.  It is a matter of choice. The choice being to align and live under the umbrella of the Telestial kingdom presided over by that hierarchical head of king or president etc. of that of the civil law and the alternative  Terrestrial kingdom based on a Terrestial church of the law of love your neighbor as self.  For my purposes, the church is defined as follows:

We will only handle a dozen or so falsely used terms so as not to overload and will add to the dictionary as we move along and find it necessary.
CM: A building or organization used by Christians (predominantly, so as not be confused with synagogue or temple) to meet together regularly to sing, pray and worship according to denominational doctrines.
TM: The English word "Church," the Scottish work "Kirk" and the German word "Kirche" all originate from the Greek word "KURIOKOS" which means pertaining to the THE LORD.
The "Judeo-Christian" (oh pain and agony on us all) use of this word carries
with it an enigma that defies all logic and reason. The English Bible translators
substituted the word "church" KURIOKOS for the Greek word "ECCLESIA".
A Christian ECCLESIA is "A CALLED (convoked) CIVIL BODY": a local Christian assembly of elders (Christian Civil Government). The word "church" should not even appear in the English New Testament. It is a mistranslation. "KUROIOKOS" is not "ECCLESIA"! The words are totally different; the institutions are different. No where in the Bible do you find a kuriokos. There is only "the called -out (elect)" ecclesia which unfortunately was mistranslated into "church", transforming it (in English) from Christian government to superstitious and ritualistic Baal Worship. Encyclopedia Britannica, Ninth Edition (1989): "In the New Testament, ecclesia, signifying 'convocation', is the only single word used (translated) for 'church'. It was the name given to the governmental assembly of the citizens of ATHENS (NOW GREECE), duly convoked (called out) by proper officers, and possessing all political power, including even juridical functions." Let us discuss each of these terms in context of examples, please. Jesus the Christ NEVER established a church on earth. Neither did he in "latter" days nor in "former" days. "Churches are man-made organizations that are, in most cases, creations of the "State" laws of incorporation or non-taxable organizations. There are no exceptions I can think of off hand. By following the State rules the President or minister or whoever falls under the official laws of the State and ceases to follow the total instructions of Jesus Christ or God Divine. During Jesus' mortal experience he directed his Apostles to establish ecclesias, not churches, among the Israelite people (israel: a people chosen by God and this does not mean even Judean nor Palestinian. It is a description, not the name of a state.) He commissioned them to preach the good news of the Reign (influence) of Christ (ideal type of humanity through right actions, thoughts and deeds). That does not say Jesus or Yeahoo--it says: preach the good news of the influence of the teacher giving forth the ideal type of instructions to humanity! Neither does it say to go forth and give your opinion as to what you desire to believe but project that which was given forth by the Christed teacher (messiah) messenger. ANY TRUE PROPHET OF GOD--knows this and would not sway the meaning nor mistranslate the words chosen for the "modern" translations of truth--GOD DOES NOT MAKE ERRORS IN PROJECTIONS OF DIRECT PROPHETIC DIALOGUE. ESPECIALLY WHEN GIVING FORTH "ORIGINAL" PROJECTIONS AND INSTRUCTIONS--A GOOD CLUE AS TO WHERE "YOUR" FAVORITE PREACHER OR PROPHET MIGHT BE CATEGORIZED.
Another example is given in the article Priesthood Theory. Below is an extract:

Scenario Of A Nemenhah Dispensation

Scenario Of A Nemenhah DispensationHere we have a decentralized system of families forming their own Patriarchal governments. And a village government consisting of a council nominated by the village mothers and upheld by the general consensus of the people.  And a High Priest to steward  the Temple and to act as spokesperson and leader of the Council.  He is called the Feather of the Council by these people and has no decision making role in this council. Other Peli Patriarchs are appointed as stewards to the village as needed. An example might be over certain lodges specific to the people, such as a medicine lodge. A steward might be needed to oversee a storehouse if such were to be had by a village. The particular office to which these Peli were appointed would depend on the function and nature of the stewardship. A bishop or overseer of a storehouse would most likely be appointed from the office of Patriarchal Elder of the 4th step of this Patriarchal order.  The reference below are the words of Mathoni who is one of the 3 Nephites.  And I quote him: "Behold, they may also make regulation of their own ways, and they may not retain all things exactly as you do them."
The Mentinah Archives Volume One thru Nine (As of Jan. 12, 2011) Page 787
60. And each village ought to have its own governing Council. And that Council is from the men and the women of the village, and they are nominated by the Mothers. Then let the whole village make election of the members. This is the manner in which your fathers have organized the governing council of the village.
61. And each village ought to call upon one to be High Priest and to have charge of the care and keeping of the Lodges and of the High Place, for these are your synagogues and your temple. Yea, let the High Priest and Peli of Minisourit call up and ordain priests in all the villages and let the villages call out from among the Peli one to preside. And if this precedent remains in the way of the Nemenhah and goes not from it, let that one remain High Priest. But let your High Priest understand that the calling comes not of any worthiness of their own, but rather by and through the revelation which comes to a people who have established purity in the hearts.
62. And let the Peli who is the High Priest, organize the other Peli into their stewardships, that all things pertaining unto the synagogue or the High Place might be done in order. And these Peli shall administer all things pertaining to their stewardships. But behold, that which pertains to the home or the family, or indeed the stewardships of individuals, are not the stewardship of the priests or the High Priest. Those things must be administered by the Peli in the home and let no public official interfere with that administration except in the case of injury or to assist in resolving disputations among you.
63. Make a regulation of your ordinances and your ceremonies and write them down for your posterity. Behold, they may also make regulation of their own ways, and they may not retain all things exactly as you do them. But that you have recorded your regulation of things will be for them an ensample. Yea, they shall learn from this that to become set in ways that are no longer pertinent to the
community is a bad policy, and your own record shall provide for them a pattern in how they must emerge from one circumstance into another.

After the flood and the sinking of the Lemurian continent called Pan, The three kingdoms of heaven were established in the earths astral realms of atmospheria. This happened somewhere around 24 thousand years ago. This is as described in the book of Oahspe:

E, Etherea; B, periphery of the earth’s vortex. This line was called by the ancients the Bridge Of Chinvat. All within this area is called Atmospherea. The center is the earth, 1, 1, 1; O, the ocean. 1‘s, 2‘s and 3 represent different atmospherean plateaux. The O, O, O, with a line through it, represents atmospherean oceans.

Book of Oahspe page 162: Be wise, O man, and ye angels of earth! Hear the voice of thy brother, God of three worlds!
Page 164:  Apollo said: Hear the decrees of Jehovih, O ye Gods and Lords: I, His Son, God of three worlds, speak!
