A representative from Louisiana to the U.S. Congress (1977-99).
In 1988 Gingrich resigned as Speaker of the House,
and Livingston seemed certain to succeed him (and actually won the election, I think),
but withdrew when some unsavory details of his personal life became public.
He also tendered his resignation to a stunned House and
urged President Clinton to follow his example,
Clinton being embroiled in his own difficulties at the time.
