Son of a Quaker blacksmith, Herbert Clark Hoover brought to the Presidency an unparalleled reputation for public service as an engineer, administrator, and humanitarian. He was ultimately held responsible for inability to counteract the effects of the Great Depression, leading to failure of his bid for reelection.

He laid foundation for federal regulation of radio broadcasting and commercial aviation.  -30-
