He was born in Canton, Pennsylvania, about August 1858. He died in Waverly, New York, about 1929-31 and is believed to be buried at Canton. The 1880 U.S. Census records his occupation as farm laborer. In 1900 his occupation was listed as foreman in a toy factory, where his son Earl and daughter Ruth worked with him. He worked as a carpenter at the railroad car shop in Sayre during the 1910 and 1920 census. When Thomas Watts retired he was foreman of the carpentry shop for the Lehi Valley Railroad at Sayre, Pennsylvania, a few miles south of his home in Waverly, New York.

On 26 March 1897, T. M. Watts, Eva Darling Watts, Ruth Watts and Earl L. Watts were admitted as members of the First Presbyterian Church of Canton, Pennsylvania. Eva Darling and her family were recorded as living in Canton during the 1900 census, in Sayre during the 1910 census and at 14 Lincoln Street in Waverly during the 1920 census.

Thomas Watts was later married to Emma M. Naylor. In 1942 she was listed as the widow of Thomas Watts in the Waverly directory.[16]
