I have attempted to transcribe the document as it is very difficult to read.  Here is my transcription:

Know all men by these presents that we William Dye and James Randolph are held and formally bound unto this earth with R. Davies govern, in the sum of Five Hundred forty, to be paid to the said William R. Davis and his ____? in office and ____?.  To the whole payment is with___? to be made, we bond ourselves, our heirs Each___? jointly___? family by these presents sealed with our seals.  Dated this 5th day June 1799.

The conditions of this obligation is such that whereas the above bond with Dye hath the day of the date hereof obtained____? to be joined in Holy Matrimony with Sally Gordon.  If therefore there shall be no lawful Impediment why the said William Dye and Sally Gordon shall not be lawfully joined together in Holy Matrimony then the above obligation shall be void, otherwise to remain in full force and effect.
