JW mentions the Packet Boat I.C. WOODWARD on several dates, including June 1902, May 1910 and May 1912.  He refers to her as Steamer, as does the second picture, but she is a Packet Boat.  The color photo shows her signage as Packet I.C. WOODWARD.

The Packets ELIZABETH and I. C. WOODWARD were involved in an impromptu race for the next lock, this photo is the result.  Neither Captain would back away so they sat this way for several hours until one of the owners ordered his Captain to back away.
