     "Beginning as far back as the 1870's, Northwestern Ohio was the scene of disastrous fires, frequent and plainly incendiary. For a couple of winters, firemen slept in their clothes. Firebugs were operating. Fayette's great fire was May 8, 1880. In May 1903, the Williams County grand jury was furnished evidence for several indictments. It was an organized band."
