In 1837, an act provided for the disposition and repayment of
public money. The portion of the money was to be divided among the cities, towns
and plantations in proportion to their populations. A special census was taken
to determine the population with the following exceptions: "1 Mar. 1837
Unorganized Plantations in Washington Co. excepting foreigners not naturalized,
who have not had their residence in this State at least 4 years previous to
taking said enumeration and also excepting Indians not taxed."
