Biography* | Judge Culpepper taught school, served as Clerk of Court of Jackson parish and State Senator from Jackson and Ouachita parishes, and then moved to Alexandria, LA, where he studied in a lawyer's office, passed the bar exam, practiced law, and then served as district judge from 1924 to 1942. From Mary Jane Price Collins, a quote from John Williamson Hawthorn's book on the Hawthorn family, written in 1950, p.30, pertaining to Robert or Bob Culpepper: "Bob at this writing (1950) is 76 and I am 77, and both of us are retired district judges. (Speaking of Bob)... He was Clerk of Court for Jackson Parish when I began the practice of law in Ruston in 1902 The parish seat was at old Vernon, and the court house was a simple wood structure built something like the country churches of thoses days. It replaced a previous structure which had burned in 1884. Court would be held at stated intervals for perhaps a week, with lawyers attending from Ruston, Winnfield, (Winn and Caldwell Parishes were then a part of the district with Jackson)... All the lawyers boarded and roomed with him. There were no public eating or rooming houses there then, and, living before the day of the automobile, we had to get there by team. Vernon was twelve miles from Ruston, the nearest ralroad town. (Bob's four children are: Mrs. Lillian Drouet, of Alexandria, widow of the late Emile Drouet; Wyatt of Jonesboro; William, attorney of Alexandria; Robert of Alexandria, and who is a medical student in Tulane University.) ----------------------------------------------------- The following is from Louisiana: Comprising Sketches of Parishes, Towns, Events, Institutions, and Persons, Arranged in Cyclopedic Form, Volume 3, pp. 111-112. Edited by Alice Fortier, Lit.D. Published in 1914, by Century Historical Association. Hon. Robert Campbell Culpepper: Hon. Robert Campbell Culpepper, attorney and ex-state senator (1908 - 1912), Alexandria, La., was born in Jackson Parish, La., May 31, 1873; son of Robert Mallory and Martha Virginia (Hawthorne) Culpepper, the former of whom was born in Georgia and the latter in Virginia. The father came to Louisiana in the year 1849, locating at Mt. Lebanon. His father, Joseph Culpepper, was a native of the state of Georgia and died while yet resident in that state. The original site of the Culpepper family in this country was in Virginia, but the ancestors of the family came originally from England. R. C. Culpepper was the third of 8 children born to his parents. His boyhood and youth were passed in Jackson parish, where he attended the public schools. Later he entered the Louisiana State Normal school, from which he graduated in 1896. During some time previous to his graduation from the state normal, he had been engaged in teaching, and after graduating he continued in this employment about 4 years. In 1900 he was elected clerk of court in Jackson Parish, remaining incumbent of this office until 1908, when he was elected a member of the Louisiana state senate from the senatorial district composed of Jackson and Onachita parishes, his term expiring in 1912. Also, he served as cashier of the Jackson Parish bank from 1909 to 1912, at Jonesboro. During some time past he had been studying law, in connection with other employments. He was admitted to the bar in 1912, and in the same year removed from Jonesboro to Alexandria. Since then he has been engaged in the practice of law at Alexandria. Senator Culpepper is a Chapter Mason, and a member of the Benevolent and Protective Order of Elks. In 1909 Senator Culpepper was married to Miss Margaret D. Wyatt, a daughter of Peter Wyatt, of Jackson parish, La., and 2 children have been born to their union, namely: Lillian and Robert Wyatt. Within the comparatively short time that Senator Culpepper has been in the practice of law at Alexandria he has firmly established himself as a learned and able counselor-at-law, and has gained a substantial and desirable clientele. He takes an active part, as a citizen, in political and public affairs generally and is widely known as a man of sterling character and personal worth. ----------------------------------------------------- The following is from A History of Louisiana, Vol. 2, p. 217, by Henry E. Chambers. Published by The American Historical Society, Inc., Chicago and New York, 1925. Robert C. Culpepper. Real estate law is so great a legal field that a number of the practitioners have been obliged to divide it into several specialties. One of the most important of these is that pertaining to successions and land titles, which in these days of commercial piracy has itself assumed large proportions. To make a success in this legal domain requires untiring patience, keen business judgment and a broad knowledge of the practical affairs of men and women. To have acquired eminence in it, as has Robert C. Culpepper, of Alexandria, is therefore high tribute to precise and thorough practical wisdom, coupled with good judgment in applying it. Mr. Culpepper was born in Jackson Parish, Louisiana, May 31, 1873, a son of Robert M. and Margaret Virginia (Hawthorn) Culpepper, natives respectively of Georgia and Arkansas. Robert M. Culpepper was a lad of fourteen years when he came to Louisiana, and was still a youth when the great struggle between the South and North began. He enlisted in the Twenty-eighth Regiment, Louisiana Volunteer Infantry, in which he rose to the rank of quartermaster sergeant, and served throughout the war, on one occasion being wounded and on another captured. On his return he engaged in planting and followed this vocation during the remainder of his active career. Mr. Culpepper was well thought of in his community and served one term as assessor of Jackson Parish. He and his wife were members of the Missionary Baptist Church, and the parents of four Sons and four daughters, of whom six are living, Robert C. being the third in order of birth. Robert C. Culpepper attended the public schools of his native parish and then pursued a course at the State Normal School at Natchitoches, this preparing him for a career as a teacher. After four years as an instructor he left the schoolroom to accept the position of clerk of the court of Jackson Parish, to which he had been elected, and in which he served eight years, from 1900 to 1908, with much credit to himself and to the benefit of the community. He then became his party's candidate for the State Senate, from the Twenty-ninth Senatorial District, was duly elected and held that office for four years. When he left the Senate he accepted the position of cashier of the Jackson Parish Bank, at Jonesboro, continuing in that capacity for three years, and then, in 1911, moving to Alexandria, in the meantime, while otherwise unengaged, he had applied himself to the study of law, completing his preparation by reading law in the office of Hunter & Hawthorn, and in 1912 was admitted to the bar. At that time he formed a partnership with A. M. Pyburn, under the firm style of Culpepper & Pyburn, but since 1921, Mr. Culpepper has practiced alone. While his professional business is general in character, he devotes the greater part of his time to successions and land titles, a field of law in which he has something more than a local reputation. In 1924 he was elected district judge of the Ninth Judicial District. Politically, Mr. Culpepper is a stanch democrat. He is a Blue Lodge and Chapter Mason and belongs to the Baptist Church. In 1900 Mr. Culpepper was united in marriage with Miss Margaret Wyatt, who was born in Jackson Parish, and to this union there have been born two children: Lillian, who married Emile Drouett, of Meeker, Louisiana, a cane planter; and Robert Wyatt, who is attending school. Mrs. Culpepper died in 1911, and Mr. Culpepper took for his second wife Marguerite Albright, who was born at Durham, North Carolina, a daughter of J. V. and Mamie (Jones) Albright, and a member of an old and honored family of that state. To this union there has been born one son: William Albright, who is attending school. Mrs. Culpepper is a member of the Methodist Church. |
