Charlie Columbus Culpepper was hired by an Alabama doctor to drive his heard of cattle to the Florida panhandle. There he met and married Emily Ates. Charlie and Emily, nicknamed Sugar or Sugedy, homesteaded 160 acres in the Springhill community toward Munson, Florida. Elijah Clark, born October 14, 1904, was one of four children born to the couple."8

Biography* "Charlie and Emily [Culpepper] homesteaded 160 acres in the Springhill community toward Munson, Florida. Elijah Clark, born October 14, 1904, was one of four children born to the couple....
     Carrie Nelson was born in Santa Rosa County on February 18, 1902. She met Clark Culpepper on Thanksgiving night in 1927 at the skating rink. Clark offered to drive Carrie and her sister Aggie home that night. So began their courtship. Elijah Clark Culpepper married Carrie Nelson on 24 May 1929 at the judge's home on Berryhill Street in Milton, Florida. Clark brought his bride to the family homestead in Springhill. The couple had three sons, all born at Springhill....
     The Culpepper family moved to Bagdad, Florida in the early 1940's where Clark worked in a local grocery store. During the years in Bagdad, Clark delivered ice from the ice house across from the old L&N Depot, and he delivered newspapers. In later years, the Culpeppers opened their own store on Woodville Road. Clark eventually purchased Allen's cab company in Milton where he worked until he retired. Clark passed away on April 6, 1978. The couple had been married 49 years.
     After Clark's death, Carrie told some of her granddaughters the story of their grandfather's signet ring. When Clark and Carrie first began dating, Clark wore a gold ring with the initials E.C.C carved on it. When Carrie asked what the initial E. stood for, Clark replied, "They didn't tell me." Carrie later found out the initial stood for Elijah, Clark's first name. Clark did not like the name so he would not admit to anyone what the initial E. stood for. In later years, the family found out he had been named for his grandfather, Elijah Clark Culpepper of Pike Co., Alabama.
     Carrie Nelson Culpepper died on May 8, 1988 at the age of eighty-six. Both Clark and Carrie are buried in the Crain Cemetery about five miles north of Milton. Charlie and Emily Culpepper are buried nearby."7

Biography*1923 Cincinnatus Thomas Culpepper, M.D.
     Some of the most successful of the medical practitioners have found it expedient to devote themselves to a certain extent to special branches of their profession, either because of preference, or because of a popular demand. This is the case with Dr. Cincinnatus Thomas Culpepper of Perry, who, although engaged in a general practice, is kept so busy ministering to the ills of children, in whose diseases he has become a specialist, that he has but little time for other work.
     Doctor Culpepper belongs to the old Culpepper family of Georgia, and he is an elder brother of Judge John O. Culpepper, a sketch of whom appears elsewhere in this volume, county judge of Taylor County. Doctor Culpepper was born near Thomasville, Georgia, November 22, 1863, eldest son of John S. and Dorothy (Chastain) Culpepper. John S. Culpepper was horn in Georgia, and he died in his native state in 1900 when he was sixty-eight years old. He was a veteran of the Confederate army, and an active Democrat as long as he lived.
     Carefully reared, Doctor Culpepper first attended the local schools and the Southern Georgia Military Institute, and then, while engaged in farming, studied medicine. Determined upon securing proper medical training, he worked in a turpentine plant during his vacations and earned the money to put him through the medical department of the Atlanta Medical College, from which he was graduated in 1892, with the degree of Doctor of Medicine, and immediately thereafter established himself in a practice at Meigs, Georgia, where he remained until 1895, and then came to Florida, and for three years was engaged in practice in Madison County, and then, in 1898, located permanently at Perry, and here, as above stated, he has become widely known as the "children's doctor." He has farming interests and is a man of considerable means, all of which he has acquired by his own efforts. A Democrat, he has been very active in local affairs, and during 1911 and 1913 represented the Twelfth Senatorial District in the State Senate. During the late war he was one of the most zealous workers, and he has always been active in local matters. An ardent sportsman, he maintains Culpepper Camp, on the Fenholloway River which is noted for its turkey and deer shooting all over Northern Florida and Southern Georgia. Doctor Culpepper belongs to the County, State and National Medical Associations, and he maintains membership with the Knights of Pythias.
     Doctor Culpepper was married to Miss Callie McDonald, born at Boston, Georgia, a daughter of J. B. and Margaret (McGuigan) McDonald, natives of North Carolina, both of whom are now deceased. Mr. McDonald was a Confederate veteran, a farmer, and a prominent man, and one very active in the Presbyterian Church. Mrs. Culpepper is very active in church, club, political and social circles, and is a lady of unusual mentality and executive force of character. Doctor and Mrs. Culpepper have three living children: L. E., who is senior member of the Culpepper-Lee Drug Company of Perry; John I., who is manager of the hardware and farm department of the Burton-Swartz Mercantile Company of Perry, is married and has two children, Carolyn and Jack; and Maedell at home.7

Obituary*12 May 1932 JUDGE CULPEPPER DIES SUDDENLY IN PERRY FLORIDA
Brother of Mrs. Kate Wilson of this City was prominent man.
Judge John O Culpepper, County Judge of Taylor County for 24 consecutive years, died suddenly at his home on West Green Street about seven o'clock Tuesday morning, his death causing a great shock to the entire community.
Those who were intimately acquainted with him were not surprised at his going, but the shock and grief was none the less when it was reported around town that Judge Culpepper was dead.
For the past year Judge Culpepper had been under the care of a physician, being a suffered from diabetes, and about a year ago spent some time in the hospital. Recenlty close friends noticed he was failing rapidly but he continued his work, being a man of great energy and force and worked in his office until ten o'clock Monday night. A man of perfect system he never left his office until everything was attended to no matter if it took the entire day and night to complete his task.
John O Culpepper was born near Thomasville, Ga Oct 16, 1866, being 65 years on his last birthday. He grew up on his fathers farm near Thomasville, attending his public schools in that city. Desiring further education, at the age of twenty years entered the Southern Georgia College at Thomasville and after two years at this institution matriculated in the University of Georgia from which he was graduated in 1892, with the degree of Bachelor of Philosophy. He earned the money to defray the expenses of his education.
For several years Judge Culpepper was prinicpal of schools in South Georgia, coming to Perry in 1899 as superintendent of the Taylor County High School and held that position for three years.
In 1900 he became owner and editor for the Taylor County Herald and in 1905 and 1907 served as Secretary of the Florida State Senate. In 1902 Judge Culpepper founded his insurance business and wrote the first fire insurance policy ever written in Taylor County. He continued in the business til his death. In 1908 he was elected County Judge of Taylor County, and had continued in office every since, being a candidate for reelection.
As one of the leading citizens of this section of Florida, he was always active in politics and his advice and counsel was sought by people from many sections of Florida. Judge Culpepper will ever be remembered for his interest in the things which were the benefit to the people and his many deeds of kindness and charity were too numerous to account. No one was ever turned from him in want and his sage advice was the means of making many men and women better citizens. The community has lost one of its most valuable citizens who always took a leading part in the civic movements and could be counted upon on any and all occasions for the help and benefit of the people.
In 1902 Judge Culpepper was united in marriage to Miss Daisy Moore of Quitman, Ga and besides the loving and helpful helpmate, Mrs. J O Culpepper, he is survived by two sons and two daughters, Broward Culpepper is a teacher in mathmatics in the Leesburg High School, Frank the youngest being a student of the Taylor County High School, Miss Lucille Culpepper was an assistant in the office of her father, Miss Dorothy Culpepper, youngest daughter is a student in the woman's college at Tallahassee.
One brother J G Culpepper of Tampa survives. Also one sister Mrs. Kate Wilson of Thomasville, Ga. One niece Mrs. Effie Rigsby, of Thomasville, was also present at the sad last rites.
Funeral services were held Wednesday afternoon from the First Baptist Church, of which the deceased a teacher of the Men's bible class, was a lifelong member and not only for his own church but for other denominations. One of the largest congregations ever to attend a funeral was at the last sad rites, the large auditorium class rooms and balcony being unable to seat all who came to repay their respects to the man whom they loved and honored. Rev A F O'Kelley, pastor of the church, assisted by Rev F F Hodnett of the Methodist Church, conducted the services which were beautiful and impressive. The beautiful music of old time songs and favorites of the deceased were sung by W Hugh Rowe, Mrs. J L Weeks, Mrs. L B Clark, and Howard Cranston. Funeral Arrangements were in charge of W S Widdon. The floral pieces were the largest and most numerous ever seen, coming from friends and admirers from many places. Interment took place in the family plot, in the city cemetery, the services at the grave being conducted by the Perry Lodge of Masons, of which the deceased was a member for many years.
The Pall bearers were members of the Judges Association and were Judges Winburn of Mayo, Moore,Tallahassee; Johnson, Jasper; Bird, Monticello; Smith, Madison; Barber, Cross City.
Judge Culpepper is gone and his place in the affairs of the people will be hard to fill as he was a leader in the many movements for the betterment of the community, and his generosity, thoughtfulness and activity will ever remain green in the memory of those knew him and loved him for his true worth to his community and friends.
Judge Culpepper is dead. No more will his cheery smile greet one as they enter the office of County Judge. For twenty four years he filled the office. He was our friends. We loved him for his many kind deeds. Several friends knew him longer, but none knew him better, nor do we believe any friends closer in a personal way. We knew him well for eighteen years. Politics made him as target, as all men of public office, for things untrue. He never denied any charges brought neither did he tell anyone of his many virtues, not letting his right hand know what his left was doing. Many times we have asked to be allowed to publish some of his splendid charitable deeds, but his response was always the same. " Leslie I would rather it would not be told." Only once did we go against his rule and that was when we published the fact that he was sending each month a check along to help with evangelistic work throughout the adjacent rural districts. We shall remember him for the last act of kindness we saw him perform was one of mercy and kindness to an old colored woman to whom he gave assistance and good advice never expecting to receive any reward, only as it is recorded in the good book. Judge Culpepper was loyal to his friends and charitable to his political enemies. He had no enemies save political-friends he had by score. That he was popular with the people was shown by the fact that he was reelected to the office of County Judge six consecutive times. We shall miss him as hundreds of other friends, but we feel we know more of life and are better for having known Judge Culpepper whose friendship we hold so dear. His rest will be sweet for he well earned the reward. Taylor County News.6

Sarah Caroline Culpepper b. 1868 d. 1892 Female # 4851 was my great grandmother. Her oldest child Gertrude Tullis McNeill was my grandmother. My mother was Elizabeth Parker Howard and I am Jane Elizabeth Wyre West. I do not know for sure, but believe the pictures were taken in Thomasville, GA where she lived. I have other pictures, letters etc. most of which can be found in my tree on Ancestry.com. The name of the tree is Wyres and More and has more than 4600 entries.5

Research note* Nancy McNeil Brandon wrote on 28 Jul 2006:
     "On a recent trip to Thomasville, Ga., I was able to get a copy of Sarah Caroline Culpepper McNeill's obit. I learned that she is buried in the Blackshear/Chastain cemetery which was a family cemetery just off what is Hwy.202 north of Thomasville. I had hoped to go to the grave but time constraints prohibited a visit at that time.
     "I am very interested in contacting any living descendants of Sarah, who is my great-grandmother.1

Obituary*7 April 1990 Broward Culpepper, the architect of Florida's expanded university system, died Friday at the age of 83.
     During his tenure, university campuses were added in Tampa, Boca Raton, Pensacola and Orlando, despite the opposition of the University of Florida, Florida State and Florida A&M.
     His career spanned 44 years, 34 of them in Florida. He was director of institutional research at Florida State College for Women and dean of students when FSCW became Florida State University. He also helped found the Seminole football team.
     Mr. Culpepper was responsible for strengthening the top executive position for Florida's higher-education system.
     From 1954 to 1965, he was executive director of the Florida Board of Control, the forerunner of the Florida Board of Regents. In 1965, he was named the university system's first chancellor and held that position for three years.
     "Broward made it possible for me to be chancellor as opposed to holding the title," said Robert B. Mautz, who succeeded him as chancellor.
     Born in Perry, Fla., he earned his bachelor's degree from the University of Florida, a master's from Ohio State University and a doctorate from Columbia University.
     After leaving Florida's university system in 1968, he went to Texas to become vice president of Texas Woman's University in Denton.
     Survivors include his wife, Betty Dunn Culpepper, two sons and four grandchildren.
     The family asks that memorial contributions be sent to the Baptist Children's Home, 8415 Buck Lake Road, Tallahassee 32301, or to a favorite charity.7
