He was a member of the Rehobeth Baptist Church, Maple, N.C., and Veterans of Foreign Wars. Survivors include a daughter; a sister, Rosalie Culpepper Flora; and an aunt, Edna W. Lindsey. A funeral will be conducted at 2 p.m. Saturday in Snellings Funeral Home, George Washington Hwy. Chapel. Burial will be in Meadowbrook Memorial Gardens. (19 Sep 1997, The Virginian-Pilot.)

Obituary*31 October 2012 Joseph Franklin Culpepper, 89, of Houston was born September 14, 1923 in Shreveport, La. He moved to Houston, then married his high school sweetheart, Peggy Joyce (McGill). Joe retired from Graybar Electric Company in 1988 after 31 years of service. Longtime residents of Garden Oaks, Joe and Peggy were married for 53 years before she passed in 2007. A lifelong member of the Baptist Temple in Houston, Joe taught Sunday School for children and was a volunteer for at the Northwest Hospital for many years where he operated the popcorn machine for visitors.
     He is survived by his sister-in-law, Thelma McGill of College Station, TX, sister, Blanch Roth of Los Cruces, NM, and numerous other loving family and friends. He was also preceded in death by his brother, Tommy Elbert Culpepper of Pine, AZ and sister Inez Ferkovich of Brevard , NC. Visitation will be held at Pat H. Foley on Thursday, Nov. 1, 2012 from 12 noon to 2:00 p.m. with services following at 2:00 pm in the Chapel of Pat H. Foley. Interment will follow at Memorial Oaks Cemetery.7
