Dull Knife; The Treaty of Fort Laramie was an agreement between the United States and the Lakota nation, signed in 1868 at Fort Laramie in the Wyoming Territory, guaranteeing to the Lakota ownership of the Black Hills, and further land and hunting rights in South Dakota, Wyoming, and Montana. The Powder River Country was to be henceforth closed to all whites. The treaty ended Red Cloud's War. The treaty included articles intended to "insure the civilisation" of the Lakota; financial incentives for them to farm land and become competitive - and stipulations that minors should be provided with an "English education" at a "mission building". To this end the US government included in the treaty that white teachers, blacksmiths and a farmer, a miller, a carpenter, an engineer and a government agent should take up residence within the reservation. Repeated violations of the otherwise exclusive rights to the land by gold prospectors led to the Black Hills War.

Meeting and guiding her home was her mother Lavina Richards-Quiver, her father Bert Quiver, her sisters Fern Fast Wolf and Twila Quiver. Also, brothers Bertie, Willard and Delane Quiver. Joyce was a hard working woman who raised eight children of her own, and several of her family members. Joyce extended her home to all in need. Her love of horses was known to all who knew her or entered her home. Joyce grew up on Quiver Hill as a child and spent her life coming home. Joyce worked many professions from cleaning, hair dressing, cooking, teaching and managing the Wanblee Senior Citizen Meal Program. Joyce had many dreams, all mostly involving horses. She purchased land from her father on Quiver Hill and made her home there. She had her own home built and raised quarter horses and horse of her own liking. Grateful for having shared her life are her husband Al Romero, Harris and Angie Eisenbraun of Kadoka, their sons, Cameron and Jordon, great-grandchildren, David, Kai and Cyril. Rhonda Terkildsen and Lee Addison of Belvidere, SD and their children, Lacey, Pam, Cassondra, Eric and John. Niels and Michelle Terkildsen of Billings, MT, and their sons, Royal and Chance. Monica Terkildsen and Terry Romero of Wanblee and their daughters, Alexandria, Antonia and Augusta and great-grandchild, Summer. James Terkildsen of Wanblee and his children, Tristian and Amber. Myrna and Dennis Swift Hawk of Rapid City and their children, Kenny, Audrey, Darryl, Victoria and Brian. Melda and Thomas Thunder Hawk of Rapid City and their sons, Trevor, Thomas Jr., and William. Malinda and David Amiotte of Long Valley and their children. Davis, Joanne, Karen, and Medina. Joyce was preceded in death by her parents; two sisters, Fern Fast Wolf and Twila Quiver; and three brothers, Bertie, Willard and Delane Quiver. Wake services will begin at 1:00 p.m. Wednesday, July 18, at the Crazy Horse School in Wanblee and continue until service time. Funeral services will be 10:00 a.m. Friday, July 20, at the Crazy Horse School, with Richard and Carol Lee and Pastor Gary McCubbin officiating.
