Charles W. Fife, 74, of Houston, died Thursday, December 28, 2017, in McMurray Hills Manor, McMurray.
He was born April 29, 1943, in Canonsburg, a son of Raymond and Elizabeth Atkinson Fife.
Mr. Fife was a 1961 graduate of Chartiers-Houston High School. He attended Mt. Union College in Alliance, Ohio, and graduated from Point Park College, Pittsburgh, in 1964.
He was a veteran of the Vietnam War, having served with the U.S. Navy from 1965 to 1967.
Mr. Fife was a member of First United Methodist Church, Canonsburg.
He was a former member of Canonsburg-Houston Rotary, where he served as president, and Washington Rotary. He was a Paul Harris Fellow with Rotary International.
Mr. Fife was a member of Chartiers Lodge 297 F&AM, Canonsburg, Scottish Rite, and Syria Shrine, Pittsburgh.
He had volunteered at Pennsylvania Trolley Museum for many years and served as president for one year.
Mr. Fife served on the board of directors for Global Van Lines. He belonged to Pennsylvania Movers Association and other organizations within the moving industry.
He served on Houston Borough Council for 30 years.
Mr. Fife owned and operated Fife Moving and Storage in Meadow Lands for more than 35 years.
On November 6, 1966, he married Virginia McCall, who survives.
Also surviving are a son, Paul Fife (Anissa) of Washington; two grandsons, Austin and Dylan Fife; a sister, Katherine Orr of Columbiana, Ohio; and several nieces and nephews.
Friends will be received from 2 to 4 and 7 to 9 p.m. Tuesday in McIlvaine-Speakman Funeral Home Ltd., Robert K. McIlvaine, owner/supervisor, 27 Cherry Avenue, Houston, PA 15342. Additional visitation will be held from 10 to 11 a.m., the time of service, Wednesday, January 3, in First United Methodist Church, 161 West Pike Street, Canonsburg, with the Rev. Debra Rogosky officiating. Private interment will be held in National Cemetery of the Alleghenies, Cecil Township, with full military rites accorded by the Honor Guard of Veterans of Foreign Wars Post 191, Canonsburg.
In lieu of flowers, the family suggests memorial contributions to Pennsylvania Trolley Museum, 1 Museum Road, Washington, PA 15301, or First United Methodist Church, Canonsburg.

House OKs plan to study flooding

Legislation approved by the U.S. House of Representatives Thursday directs the U.S. Army Corps of Engineers to conduct a study of flooding in Western Pennsylvania, with special consideration given to 13 municipalities, four of them in Washington County.
The order is included in House Resolution 2864, which outlines duties of the Secretary of the Army under the Water Resources Development Act. The Corps of Engineers is to study what measures need to be taken to protect communities from flooding similar to that which drove people from their homes and businesses in September, when storms generated by Hurricane Ivan inundated local waterways.
A representative of the Corps of Engineers couldn't be reached immediately Thursday afternoon to discuss when work on such a study might get started, and the legislation still must be approved by the Senate, which on Thursday was considering a Homeland Security appropriations bill.
Leaders in the communities mentioned in the House resolution, however, looked on its passage as a step forward.
"I think this certainly will pique some interest and make some people happy," said Charles Fife, a councilman in Houston Borough, one of the town's hardest hit by flooding in September.
Fife also has sat on a local task force set up to examine means of improving flood control throughout the Chartiers Creek watershed.
The legislation names Houston as a priority area for flood control study. Also noted are Canton and Chartiers townships and the city of Washington, as well as nine other municipalities in Allegheny, Beaver and Butler counties.
According to Mark Carpenter, a spokesman for Congressman Tim Murphy, R-Upper St. Clair, the Corps of Engineers would devote as much as $100,000 to the cost of a flood prevention study. The remainder of any sum greater than that would be split equally between local and federal governments.
Chartiers Township Supervisor Harlan Shober said the Chartiers Creek task force, which fielded representatives from many local municipalites, as well local legislators and the Washington County Conservation District, has not met for several months, but members have continued to bend the ears of federal lawmakers.
Both he and Fife note that addressing flooding problems is a long-term project to be conducted over many years, and continued interest and vigilance will be necessary for it to be successful.
"The longer you get away from Sept. 17, the less people care," said Shober.
