CONSTITUTION
This Company shall be known as the Eliza Association for the Detection of Thieves
ARTICLE I
This Society shall consist of a President, Secretary and Treasurer, and seven Directors, to be chosen annually at such time and place as may be fixed upon by the Society when met.
ARTICLE II
It shall be the duty of the Directors to appoint as many of its members as they may deem sufficient to act as Out Riders or Marshals, and to give them such directions as to their duties that they may be prepared to act efficiently when called upon. They are also empowered to furnish money, if needed, to the Out Riders, and draw upon the Treasurer for the amount so paid out. They may also assess a tax on the members of the Society, if they deem it necessary, and all moneys received by them shall be paid into the Treasury.
ARTICLE III
Any member having a horse or horses or other property stolen shall give immediate notice thereof to one or more of the Directors, together with all the circumstances therewith connected, and said Directors shall forthwith notify as many of the Marshals or Out Riders as he or they may deem sufficient and cause to make immediate pursuit.
ARTICLE IV
The Secretary shall, once a year, cause to be published in one, or more newspapers in the county, the names of the officers and members of the Society.
ARTICLE V
Any person may become a member by paying to the Secretary one dollar, whose receipt shall be prima facia evidence of membership.
ARTICLE VI
The Treasurer, prior to entering upon the duties of his office, shall give a bond with two sureties, to be approved by the President, and in an amount to be fixed by him. His duties shall be to keep the funds of the Society; to pay all orders drawn on him by the President, and attested by the Secretary, and none others; to keep a full and correct account of all money expended; to give the Society a statement of its funds at any time; to furnish the Society at the end of the term a full report of the receipts and disbursements of the term with vouchers, and to have his books written up for the Society at the end of his term, and to deliver up when legally called upon moneys, books, bonds, papers, &c, belonging to the Socity to his successor in office, or to whom the Society may direct.
ARTICLE VII
The regular meeting of the Society shall be on the first Saturday of October; all other meetings to be called by the President.
ARTICLE VIII
This Constitution may be altered or amended at any regular meeting, notice being given at any previous meeting.
