Charles V (1364-1380) "Wise policy, Charles V was also a conscientious administrator, professing a high idea of his duties of king. Its attention applied especially to the organization of finances and the army.
The resources necessary to the control of the war were provided to him by the fouages and them assistances , extraordinary contributions, established to the beginning with the approval of the States general, but maintained then unbounded of times and without new authorization of their share, and which became in fact, until the end of the reign, the permanent taxes.
Permanent also, in fact, became the royal army; formed army of solid companies, recruited each one by a captain whom the king named; army equipped with an artillery with fire, guns, used especially for the defense or the attack of the fortified towns; army supplemented by a fleet of war whose attacks, twice, threw fear in England.
Charles V, finally, was a builder and an amateur of beautiful books and beautiful things. In the west of Paris, it rebuilds the Louvre, where it installed its bookshop. In the east, it created the Hotel Saint-pol., vast whole of constructions and gardens which, to Louis XI , sheltered the royalty.
It made complete the castle of Vincennes, and further, made build a country cottage, the castle of Beauty."
