He enlisted and was mustered into service as a private in company E on 20 August 1861, at Philadelphia, Pennsylvania (1, 9, 10, 25-29 (corp)). He was mustered in by Lieutenant Swann (this may relate to his re-enlistment, not his original enlistment) (2).

On 26 January 1865, company E published resolutions mourning the death of sixteen comrades, and sympathizing with their families (13). He was president of the committee (13).
On 9 June 1865, he began a furlough, which expired on 24 June 1865 (8).
He mustered out on 10 July 1865 with his company (1, 10). He was a sergeant, in company E (25-29).
On 7 December 1865, he married Louisa Loesch (15). The Reverend Mister Mullen married them (15).

According to the "pension index by unit" cards, he died on 3 September 1888 (14). But he last appears in the Philadelphia city directories in 1877, and Louisa appears as his widow beginning in 1884, and she is listed in the 1880 census as a widow (14). I therefore suspect he died before 1880.
By 1884, his widow, Louisa, was living at 715 Moss Street, Philadelphia, Pennsylvania (24).
In 1890, his widow, Louisa Stotsenberg, was living at 715 Moss Street, in Philadelphia, Pennsylvania (10, 11). At least three other people were living there: Harry and John H Stotsenburg (both barbers), and Jacob Schadel (a finisher) (11).
On 31 July 1890, his widow, Louisa Stotsenberg, successfully applied from Pennsylvania for a pension (12, 14).
She continued to live at 715 Moss Street, Philadelphia, Pennsylvania, through at least 1896 (24).
In 1900, his widow, Louisa, was living at 633 Morris Street, ward 1, Philadelphia, Pennsylvania (18). She was living with her children John and Laurence and grandson John (18).
In 1910, his widow, Louisa, was living at 425 South 20th Street, ward 7, Philadelphia, Pennsylvania (19). She was living with her son John and his family, along with others (19).
On 17 September 1917, his widow, Louisa Stotsenburg, died (16). She was buried at Fernwood Cemetery (16). The funeral was held from her late residence, 2223 N Woodstock Street, Philadelphia, Pennsylvania (16).

Two Philip Stotsenberg's lived in Philadelphia during this period. The other Philip, married to Lucinda (or Lucilla, or Lucina) served in company K of the 40th Pennsylvania Militia, and he (on 15 August 1884) and his widow (on 4 April 1889) eventually applied for a pension from Delaware (Pension index, by unit). Also, he is older than the Philip who served in the 91st (born about 1820, instead of about 1840). He appears in at least the following censuses:

That claimant never did at any time own any real estate, or [sic] did her said husband, during the period of their acquaintance; nor during said time had they a direct or indirect interest in any property; or have any resources of any kind except that gained by hard labor, and the contributions of said soldier while alive.
That claimant's husband was 67 years of age when he died, he was a moulder by trade, that in the early part of May 1863, he was taken very ill and from that time until he died he was totally unable to work at anything and earned nothing during said time, that for a period of two years prior to May 1863 he worked for Messrs Morris + Tarkin [?] or Philad and earned $10 per week but about one third of said period he was unable to work, on account of physical inability at times and a breaking down of his vital powers.
That claimant has Five children living at the present time, and that is all - viz
(1) Charles aged 38 married - resides in Kensington Phila has not been able to contribute toward her support during the past eight yearsThat her said deceased son was 24 years of age when he died that he always lived at home prior to the time he entered the Navy and claimant lived in Philada Pa during the whole time her said son contributed towards her support.
