Pensions to Assistant Engineers and Warrant Officers

Clothing Gratuity paid to Warrant Officers on Promotion increased

Whereas we have had under our consideration the Regulations under which pensions are at present awarded to the Assistant Engineers and Warrant Officers of Your Majesty's Navy; we are humbly of opinion, with reference to the Regulations which have subsequently been made as to their classification and rates of pay, that it is not only necessary for the good of Your Majesty's Service but also just to these classes of Officers that amended Regulations should be established for granting them pensions; we do therefore humbly submit that the following scale of pensions be established for Assistant Engineers in Your Majesty's Navy in lieu of that authorized by Your Majesty's Order in Council of 13th June, 1853, viz.:�

That Assistant Engineers entering the Service after the date of Your Majesty's Order in Council establishing the foregoing Regulations, and having less than five years' previous service as such, are not to be considered eligible for any pension, but should be allowed in lieu thereof a gratuity of 10/. for each year's servitude in that capacity; we do further humbly submit that the following rates of pensions be in future awarded to Gunners, Boatswains, and Carpenters of Your Majesty's Navy:�

That the gratuity of �15 at present allowed to Warrant Officers on their first promotion to that rank towards their outfit be increased to �25. That no Engineer or Warrant Officer shall be allowed to reckon as service towards a pension any period of time during which he shall not have maintained a good character in the ships in which he has served, as shown by certificates; and that the regulation under which Seamen Gunners are allowed six years' service for every five years they may have served as Seamen Gunners shall not apply to men pensioned as Warrant Officers. The Lords Commissioners of Your Majesty's Treasury have by their letter of 29th May, 1861, expressed their concurrence in the foregoing propositions, and we humbly request that Your Majesty will be graciously pleased by your Order in Council to authorize us to carry the same into effect.
