Review of Pay & Allowances - 1st July, 1946
At the Court at Buckingham Palace, the 26th day of June, 1946.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 17th day of June, 1946 (N. 8386/46), in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas we have under consideration changes in the rates of pay and methods of payment of Petty Officers and Seamen of Your Majesty's Navy and non-commissioned officers and men of the Royal Marines:

And whereas we are of opinion that future rates should include pay for the rank held, with increments and such other additions as may be necessary:

We beg leave humbly to recommend that Your Majesty, by Your Order in Council may be graciously pleased to sanction the rates of pay and conditions of payment as are set out in the accompanying Schedule, with effect from 1st July, 1946.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Schedule.

For men of all branches, according to their relative rank, on the following scales

Section II - Incremental Pay.

For men of all branches. Time to be reckoned from age of 18 years or date of entry if later.

Men entered in the Artificer and Artisan branches under the age of 21 years, and those trained as apprentices in Service establishments, will count time for increments from the age of 18 years. For those entered at the age of 21 years and over, three years to be added to actual service for the purpose of increments. .

Section III - Trade Pay.

Skilled men of the Artificer, Shipwright and Mechanician branches to be eligible for trade pay at the following rates:

Section IV - Good Conduct Badge Pay.

Pay for Good Conduct Badges, to the extent of three, to be at the rate of 4d. a day for each badge.

Section V - Marriage Allowance.

The rates of marriage allowance and of qualifying allotments will be in accordance with the following scales:

The rates for Royal Marines (other ranks) to be those applicable to the relative naval rank. For Staff Sergeant, R.M., and Sergeant Major, R.M., for whom there is no equivalent naval rank, the rates will be

Section VI

Exceptions to the Application of the Provisions of Sections I to V.

The provisions of this Schedule will not apply to:

1. men belonging to Your Majesty's Naval and Marine forces raised abroad and in receipt of pay and allowances at rates prescribed for them on their station.
2. men on release leave on 1st July, 1946.
3. men permitted to retain pay and allowances previously in issue is accordance with procedure arranged in consultation with Your Majesty's Treasury.

His Majesty, having taken the said Memorial into consideration, wad pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
