      Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 29th day of April, 1920, in the words following, viz.:

      And whereas, with the consent of the Lords Commissioners of Your Majesty's. Treasury, pending a general revision of pay, temporary bonuses were granted with effect from the 1st February, 1919, to all men and boys of Your Majesty's Navy and Marines, including the Coast Guard and Reserve Forces :

      And whereas we have had under consideration the rates of pay of the Petty Officers, Non-commissioned Officers, and men of Your Majesty's Navy and Marines, and are of opinion that it is desirable for the greater efficiency of these Forces that the existing rates of pay should be increased :

      We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the Rates of Pay and General Provisions set forth in the annexed Schedules, the alterations therein to come into force from the dates specified, power being reserved to us to vary the rates of pay within the Scales laid down or to associate payment with such conditions as may be deemed necessary :

      The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

      As from the 1st February, 1919, pending the introduction of the new rates of pay given in Schedule II, the following, amounts to be added to substantive pay as a bonus to men and boys of the Royal Navy and Marines, including the Coast Guard and Reserves Forces :

      The distinction between Torpedo Gunner's Mate Lower Scale and Higher Scale is abolished.

      The non-substantive rates of Trained Man, Qualified in Gunnery, Signal Instructor, Higher Standard (Signals), First and Second Class, and Stoker Mechanic to be merged in the new substantive rates.

      Chief Yeomen of Signals and Yeomen of Signals, holding the obsolescent non-substantive rating of Signal Instructor to be transferred to the new system, and paid at the new system rate of pay of their rating.

      C.- Allowances

      I. The following allowances to be absorbed into the new rates of pay, and cease to be payable:

      • Victualling Store Allowance for Victualling ratings.
      • Ratings other than Victualling ratings, when performing the duties of the latter, and in charge of stores, to be paid an allowance of 6d. a day.

      • Re-engagement Pay for Seaman, Signal and Telegraphist ratings.
      • Efficiency Allowance for Royal Marines.
      • Good Shooting Allowance for Royal Marines.
      • Allowance as Qualified Man for Royal Marine Light Infantry.
      • Instrument Allowance for Royal Marine Bands.
      • Afloat Allowance for Royal Marines.
      • Musical Proficiency Allowance.
      • Shore Allowance for Sergeants, Royal Marines.
      • Allowance for Barrack Quartermaster Sergeants, Royal Marines.
      • Allowance as Mechanic to Stoker ratings.

      II. The following allowances to be introduced or amended:

      Engine Room Artificers' allowance on being granted watch-keeping certificates:

      1. 1s. a day on obtaining the certificate of capability of taking a watch in the engineroom of a small ship;
      2. An additional 1s. on obtaining the certificates of capability of taking charge of the engines of a small ship, but not to be paid until attainment of the rating of Chief Engine-room Artificer, 2nd class.

      These allowances to be paid under the above conditions to such chief and other Engineroom Artificers, Royal Naval Reserve and Royal Naval Volunteer Reserve, as have obtained or may obtain the above certificates.

      Interpreter.- Ratings acting as Interpreter to receive an allowance of 1s. an hour while actually performing the duties, up to a maximum of 5s. a day.

      Schoolmaster.-The rate of pay for Acting Schoolmaster to be continuous at they rate of 8d. a day, and no longer to depend upon the number of lessons given.

      Diver.- The initial allowance to remain at 1d. a day. On the first occasion of requalifying after going to sea, men to be graded as 1st and 2nd class Divers. 1st class Divers to receive an allowances of 4d. a. day, 2nd class Divers 1d. a day.

      Artificer Diver.-The initial allowance to remain at 6d. a day. On the first occasion of requalifying after going to sea, men to be graded as 1st and 2nd class. First Class Artificer Divers to receive an allowance of 9d. a day, and Second Class Artificer Divers 6d. a day.

      Good Conduct Pay.- The daily pay for each Badge to be 3d. instead of 1d. Royal Marines in future to come under the same regulations as Naval Ratings, as regards good conduct Badges. Royal Marine ranks now in possession of more than three good conduct Badges to be paid at the new rates, for three Badges only; Badges in excess of three to be regarded as honorary, and in the event of a Badge being forfeited the forfeiture in the first instance to be applied to a paid Badge.

      Good Conduct Medal and Gratuity.-This Medal to carry with it an immediate payment of �20 on award, and an allowance of �1 for each complete year of qualifying service rendered after earning the Medal, the amount so accruing being paid in a lump sum with the first payment of pension. The former scale of gratuity in respect of the Medal to be abolished. The new scale to be applicable to all men eligible for Good Conduct gratuity, regardless of rating, holding the Medal who are not due for pension as from a date prior to 1st May, 1919.

      Allowance in Lieu of Spirit.- The present scale of grog money to be replaced by a consolidated allowance of 21s. a quarter. For parts of a quarter or for broken periods the allowance to be credited at the rate of 3d. a day.

      Extra Duty Pay.-The existing scale for ratings in respect of Engineering Work and for Artisans employed at their trades, to be cancelled, and replaced by the following:

      Subsistence Allowance.-The existing scale is to be replaced by the following, which is also to apply to Royal Marines on shore strength :

      Leave Allowance in future to be payable at the same rate as the allowance in lieu of provisions, as approved where Government provisions are not taken up.

      Assisting in Clerical Duties.- Ratings of the Victualling Branch when employed on Ship's office duties in addition to their own to be eligible for extra pay under the conditions laid down in King's Regulations.

      Steaming in Tropics' Allowance in future to be called ` Tropical Allowance.' A flat rate of 1s. 6d. a day to be substituted for the present scale based on substantive pay, and to be payable in steam and oil-burning vessels other than open motor-boats, to all Engine Room, Officers' and Ship's Cook ratings (including Maltese, but excluding native ratings) both when at sea and in harbour.

      Detained Pay.- To be payable under the conditions hitherto in force, and, in addition, to men detained on a Foreign Station beyond expiration of engagement, awaiting passage home up to the actual date of discharge to the shore.

      Allowance for Work in Double Bottoms. The day (including intermediate dinner hour) to be reckoned as 8 hours instead of 10 hours.

      Allowance for acting as Senior Officer's or Captain's Clerk.-The allowance previously payable to an Officer .to be payable to a Writer, when called upon to act in such capacity owing to the exigencies of the service.

      Hard Lying Money for Crews of Surveying Vessels.- Hardlying money on the Torpedo Boat Destroyer scale to be payable as follows :

      (a) Surveying Vessels employed in Foreign Waters: From the date of commissioning at home or abroad until paid off, but not when on passage to or from a foreign station unless in a surveying vessel.

      (b) Surveying Vessels employed in Home Waters: During the period that these vessels are completed to full complement or actually employed in surveying work, whether with reduced crews or not. No allowance to be paid when vessels are laid up, except in cases when the services of a boat's crew are specially required for surveying work for a definite period.

      The Senior Allowance of 6d. a day payable to half the number of Active Service Chief Yeoman of Signals, and Chief Petty Officer Telegraphists to be payable also to such pensioners holding these ratings as are called up within 5 years of being discharged from active service, or of enrolment in the Royal Fleet Reserve, Class A, whichever may be the later, provided they were receiving the allowance on discharge or were enrolled in the Royal Fleet Reserve therewith.

      D.- Miscellaneous.

      Application of Revised Rates.-The revised rates to be applicable to equivalent ratings in the following :

      Royal Naval Reserve (including Shetland, Newfoundland and Malta Sections).
      Royal Fleet Reserve.
      Royal Naval Volunteer Reserve.
      Australasian Naval Forces.
      Maltese.
      Labour Companies in Scotland.

      Good Conduct pay and such allowances as are applicable to be credited at the rates as revised for the Service generally, to ratings of the Royal Naval Reserve (Trawler and Wireless Telegraphy Sections), and the Royal Naval Auxiliary Sick Berth Reserve.

      Retention of old rates.-In any cases in which the transfer from the old to the revised rates of pay would involve a loss of pay, ratings to continue to be paid at their old rates until such time as promotion or length of service entitles, them to pay equal to or greater than the old rates.

      Allowance to Senior Armourer in Gunnery and Torpedo Schools.-This allowance of 7d. a day to continue to be paid where a rating is in charge, but not if there is a Warrant Officer in charge.

      Hospital Stoppages.-Hospital stoppages to continue to be applicable only to ratings whose disability is due to misconduct, carelessness or neglect.

      E.- Date On Which The Forgoing Improvements Take Effect.

      The new scales of Substantive pay and Badge pay to be antedated to the 1st February, 1919, for all those in the Naval Service on the 1st May, 1919, and not dispersed prior to that date. Existing allowances absorbed in the new rates of substantive pay not to be payable concurrently therewith.

      His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

      And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
