The rating of Petty Officer, 2nd Class, to be abolished

The title of "Trained Man" as a distinctive Non-Substantive rating to be abolished.

And whereas we have had under consideration the rules governing the service of the petty officers and seamen of Your Majesty's Navy, and we are of opinion that the qualifications of and distribution of work among the various ratings required to meet modern conditions render it desirable to modify in certain respects the existing titles and rates of pay :

And whereas we are also of opinion the development of wireless telegraphy in Your Majesty's Fleet necessitates the establishment of a separate class of Wireless Telegraph Operators as distinct from the visual Signalling Branch of Your Majesty's Navy :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the titles, rates of pay and general provisions set forth in the annexed schedule ; the alterations contained therein to come into force on the first day of October, one thousand nine hundred and seven, and their introduction to be effected gradually with due regard to existing rights, power being reserved to us to vary the rates of pay within the scales laid down or to associate payment with such conditions as we may from time to time deem necessary

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Schedule.

1. The rating of Petty Officer, 2nd Class, in the several branches to be abolished and appointments after thirtieth September, one thousand nine hundred and seven, which under existing regulations would confer that rating to be to the actual or relative rank of Leading Seaman.

And whereas Your Majesty was graciously pleased, by Your Order in Council dated the twelfth day of August, one thousand nine hundred and seven, to sanction certain changes being made in the titles, rates of pay and conditions of service of the Petty Officers and Seamen of Your Majesty's Navy:

And whereas we are of opinion that further modifications are necessary in respect of the allowances for gunnery and torpedo, and in regard to the application to men in the Service of the regulations abolishing re-engaged pay.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of the regulations set forth in the annexed Schedule, to come into force as from the first day of, October, one thousand nine hundred and seven, and to be substituted for those contained in sections 2 and 3 of the Schedule attached to the before-mentioned Order in Council.

"Trained Man" under similar conditions to those governing the latter allowance.

Signalling.

All Non-Substantive Signal Ratings to be gradually abolished, except in the case of men serving in the Coast Guard.

Re-engaged Pay

The issue of re-engaged pay under Article 1429, King's Regulations and Admiralty Instructions, 1906, to be abolished, except as regards men who entered the Service before 1st October, 1907.
