Admiralty, 30th May, 1859.

Her Majesty having been pleased by Her Order in Council of the 18th instant to establish the following Regulations with regard to the Pay, Half pay, Rank, &c., of the Chaplains of the Royal Navy, My Lords Commissioners of the Admiralty hereby make known the same, for the information of all whom it may concern, viz. :-

1. There will in future be four classes of Chaplains who will rank as follows :-

  • Fourth Class.- Chaplains under 10 years' service to rank with Lieutenants to the Royal Navy.
  • Third Class.- Chaplains above 10 and under 15 years' service to rank with Commanders.
  • Second Class.- Chaplains above 15 and under 20 years� service to rank with Captains under three years' standing.
  • First Class.- Chaplains above 20 years' service to rank with Captains above three years' standing ;

and the senior Chaplain of Greenwich Hospital will be recognised as the head of the Naval Chaplains, bear the title of "Chaplain of the Fleet," and rank with a Rear-Admiral.

2. The Full Pay of Chaplains of the Royal Navy will is future be as follows :

Chaplains under 10 years' service 10s. 0d. per diem.
Chaplains above 10 and under 15 years' service 12s. 0d.
Chaplains above 15 and under 20 years' service 14s. 0d.
Chaplains above 20 years' service 16s. 0d.

3 The Half-pay of Chaplains will in future be as follows :-

Chaplains under 5 years' service 5s. 0d. per diem.
Chaplains above 5 years' service 6s. 0d.
Chaplains above 10 years' service 7s. 6d.
Chaplains above 15 years' service 10s. 0d.
Chaplains above 20 years' service 12s. 0d.

4. The Pensions to be granted to the Widows of Naval Chaplains will in future be as follows, provided the Chaplain shall have served one year after his marriage:-

Chaplains under 10 years' service on Full Pay �50 per annum.
Chaplains above 10 and under 20 years' service on Full Pay �70 per annum.
Chaplains above 20 years' service on Full Pay �90 per annum.

5. No alteration will be made in the present rates of conditional Full and Half-pay allowed to Chaplains of the Royal Navy when holding the office of Naval Instructor.

6. No Naval Chaplain who may avail himself of the advantages conferred by these Regulations will be allowed to retire, under a servitude of 25 yearn on Full Pay, excepting on the ground of permanent unfitness from ill-health ; but any Chaplains now on the List, who may prefer to remain on their present rates of Full Pay, and under the previously existing regulations with regard to Half-Pay and retirement, will be allowed so to remain, on their signifying such desire to my Lords Commissioners of the Admiralty.

Chaplains &c. - Pay &c.

My Lords Commissioners of the Admiralty have been pleased, under the authority of Her Majesty's Order in Council of the 22nd instant, to establish the following Regulations with regard to the Pay, Half-pay, Rank, &c., of the Chaplains of the Royal Navy.

1s. a day in addition for each years' service after fifteen years, but not to exceed 16s.

No alteration is to be made in the present rates of Conditional Full and Half-pay allowed to Chaplains of the Royal Navy when holding the office of Naval Instructor.

II. Pensions to Widows

Pensions at the following rates will be granted to the Widows of Chaplains, provided the Chaplain shall have served for one year after his marriage and that the other conditions of the Queen's Regulations on the subject of Pensions, not hereby annulled, shall have been duly fulfilled

To the Widows of Chaplains under fifteen years� service �50 a year.
To the Widows of Chaplains above fifteen years' service �70 a year.
To the Widows of Chaplains drowned on duty �60 a year.
To the Widows of Chaplains killed is action �70 a year.

III. Rank

Chaplains are not to hold any Military Rank, but they are to he treated with all the consideration due to their sacred office : the Senior Chaplain of Greenwich Hospital is to be considered as the Head of the Chaplains.

IV. Retirement

Chaplains are to be allowed to retire after fifteen years from the date of their first appointment, with the Half-pay which they may have earned by service, if they have not declined to serve.

Any Naval Chaplains now on the List who may prefer to remain on their present rates of Full-pay, and under the previously existing Regulations with regard to. Half-pay and Retirement, are to be allowed so to remain, on signifying such desire to the Lords Commissioners of the Admiralty.

Full and Half-Pay of the Chaplains of Naval Hospitals.

Whereas we have had under our consideration the position of the Chaplains of Your Majesty's Naval Hospitals; we beg leave most humbly to propose to Your Majesty that these officers should be placed on the same footing as the Chaplains of Your Majesty's Dockyards as regards civil pay and half pay, viz., on a civil salary of �350 per annum in lieu of the present salary of �300 per annum, but with only 5s. per diem of such half-pay as they may be entitled to receive from length of service. We do not propose to place Chaplains at present employed in Your Majesty's Naval Hospitals on the new scale of pay unless they should themselves desire it, but we propose to apply it to all future appointments. The Lords of Your Majesty's Treasury have signified their concurrence in this arrangement.
