Admiralty, 3rd March, 1855.

(Masters, Second Masters, &c.)

The under-mentioned Regulations relative to the Pay, &c., of Masters, Second Masters, and Masters' Assistants, have been established under Her Majesty's Order in Council, dated the 28th ultimo, and they are to came into operation on the 1st of April next.

Full Pay .-Master of the Fleet :- �365 a year, or �1 a day. All other Masters of the Royal Nary to continuo as heretofore to take rank and command according to the duties of their Commissions ; but the Masters on full pay are to be distributed into Five Classes, according to the following Scale :-

Full Pay .-1st Class .- Masters having qualified for 1st and 2nd Rates, and having completed twenty years' service on Full Pay, including not more than three years' service on Full Pay as Second Muster, qualified for Master, �328. 10s. a year, or 18s. a day.

2nd Class .- Masters having qualified for 1st and 2nd Rates, and having completed fifteen years' service an Full Pay, including not more than three years' service as above, as Second Masters :- �273 15s. a year, or 15s. a day.

3rd Class .-Masters having completed ten years' service on Full Pay, including not more than three years' service, as above, as Second Master :- �219 a year, or 12s. a day.

4th Class .- All Masters having completed six years� service an Full Pay, in the rank of Master �200 15s. a year, or 11s. a day.

5th Class .- Masters having completed less than six years' service in the rank of Master :- �182 10s. a year, or 10s. a day.

The above rates of Full Pay to be allowed to all Masters in actual service, without reference to the Rate of the Ship in which they may be employed ; but no Master who may be entitled by service to apply for removal to a higher Class for Pay than that in which he may have been placed, is ever to be permitted to receive or draw bills for the higher Rate, until after his application has been received, and express authority granted in each case by their Lordships, stating the date from which the higher Pay may commence.

Second Masters .- Full Pay .- �91. 5s. a year, or 5s. a day, in all Rates, when qualified for the rank of Master.

�73 a year. or 4s. a day, above four years' Full Pay Service when not qualified for Master.

�65 18s. 4d. a year, or 3s. 8d. a day, under four years' service. and not qualified for Master.

The foregoing Regulations respecting removal to higher Rates of Pay, are to be observed as well by Second Masters as by Masters.

In addition to the above Rates of Full Pay, the following Store allowances will be granted to Masters in charge of Stores.

In 1st, 2nd, and 3rd Rates, �73. a year, or 4s. a day.

In 4th, 5th, and 6th Rates, �48 13s. 4d. a year, or 2s. 8d, a day.

In Sloops &c., �38 0s. 5d. a year, or 2s. 1d. a day.

Second Masters in charge of Stores will be allowed �27 7s. 6d. 3 a year, or 1s. 6d. a day.

If in Ships bearing a Master, and from his absence or other cause, the Second Master be placed in charge of Stores, or when a Second Master shall have charge of Stores in a Tender, he will be allowed, according to circumstances, such proportion of the Store Allowance granted to Masters as their Lordships may direct.

Masters in command of Rated Ships, fitted or employed as Store Ships, to be granted the same Store Allowance as Masters of 1st Rates ; and those in charge of Sloops, or other Vessels employed as Store Ships, or in other such special service, to be allowed the Store Allowance of 4th Rates.

The time served n. Masters' Attendant in Her Majesty's Dock or Victualling Yards at home or abroad, or in special services on Full Pay, will entitle Masters to increased Rates of Pay or Half Pay.

Second Masters will be made an allowance of 2s. 6d. a day, or �45. 12s. 6d. a year, after three years' Sea Service as Second Master, provided they cannot obtain employment, and do not decline of avoid service, when offered to them.

The above mentioned period of three years may be dispensed with in the case of Second Masters, who are invalided for sickness, or injuries caused by the service, and permanently disqualified for further employment.

Masters at sixty years of age, who are qualified for 1st Rates, will be permitted to retire to with the Rank of Commander, after 15 years' service on Full Pay as Master, and with the rank of Captain after 20 years' service on Full Pay in the Rank of Master, but the amount of retirement will b fixed according to the Rate of Half Pay, which they may have earned by service as Master.

Masters above fifty-five years of age, and under sixty, who are totally disqualified by sickness, or injuries contracted in the service, and rendered incapable of further service afloat, will be allowed, at the discretion of their Lordships, to retire with the Rate of Half Pay, which they may have earned, and with the Rank of Commander, provided they have completed not less than 15 years' service in the Rank of Master.

The Rates of Full Pay established by these regulations to be granted only to Masters now in actual service or to those who may be hereafter employed, and the improved Rates of Half Pay, to be granted to those Masters only, who may be hereafter employed for a period of not less than twelve months and to those now actually serving.

!n the case of Second Masters, or Masters' Assistants, acting as Masters, on Full Pay, they are to receive the same Rate of Pay as Masters in the 5th Class, and such service as Acting Matter is to reckon in the same manner as the service of a qualified Second Master, not exceeding three years, as in the foregoing Regulations.

Revised Full Pay for Masters for 3rd and 4th Class - 1856

The under-mentioned increase in Full Pay of Masters of the 3rd and 4th Classes, has been established by H.M. Order in Council of the 4 April 1856.

3rd Class

Masters having completed Ten years� service on Full Pay, including not more than Three years� service on Full Pay as Second Master qualified for Master, from �219 a year or 12s. a day, to �237 5s. 0d. or 13s. a day.

4th Class

Masters having completed Six years� service on Full Pay, in the Rank of Masters, from �200 15s. a year or 11s. a day, to �209 17s. 6d. or 11s. 6d. a day.

My Lords Commissioners of the Admiralty have been pleased, under the authority of Her Majesty's Order in Council of the 22nd instant, to establish the following Regulations with regard to the Pay, Half-Pay, &c., of the Masters, Second Masters, and Master's Assistants of the Royal Wary.

I. Full and Half-Pay.

All time served as Acting Master, and four years of time as "Second Master qualified for Master," will be Allowed to reckon towards increase of Full and Half-Pay.

* After 3 years' service, when unwell or unable to obtain employment.

II. Masters Attendant

Masters Attendant, Assistant-Masters Attendant, and Queen's Harbour Masters are to have the permanent rank of Commander ; no Officer is to be continued in these positions after the age of sixty-five ; but on retirement they will receive the rank of Retired Captain ; and will be allowed sixpence a-day for each complete year's service in such capacities, in addition to their Half-Pay as Masters.

Time served as Master Attendant, Assistant-Master Attendant, and Queen's Harbour Master is to reckon as service towards increase of Full and Half-Pay.

Masters of the Fleet are to have Six Shillings a-day in addition to the Pay they are entitled to as Masters, and are to hold the temporary rank of Commander. but junior to Officers of that rank.

III. Promotion.

Masters when recommended for distinguished Service are to be considered eligible for promotion to the rank of Commander, provided they shall have served two years at sea as Master.

Second Masters, in similar cases, are to be considered eligible for promotion to the rank of Lieutenant, provided they shall have served seven years at sea.

Masters are to be permitted to retire with the rank of Commander, or Captain, under the conditions contained in Her Majesty's Order in Council of the 18th February, 1855.

Those Masters only who may have been serving at the date of Her Majesty's Order In Council authorizing these Regulations, or who may hereafter serve, are to be entitled to the benefit of these Regulations.
