Commanders, Lieutenants, and Masters serving as Agents for Transports to Reckon Sea Time

Whereas we are of opinion that it would be desirable for the benefit of Your Majesty's Naval Service to hold out every encouragement to Commanders, Lieutenants, and Masters holding the appointment of Agents for Transports, and as these officers are, under existing Orders in Council, denied sea time whilst serving in this capacity, which operates to their disadvantage in regard to promotion and the increase of half-pay, we would in all humility recommend to Your Majesty that Commanders, Lieutenants, and Masters, who may now be serving, and who for the future may be employed, as Agents of Transports, shall be allowed to reckon such service as sea time.
