9 Jun 1860 Having had under our consideration the practice which exists of issuing Commissions and Warrants to the Commissioned and Warrant Officers of Your Majesty's Navy for each particular ship to which they may from time to time be appointed, we would humbly represent to Your Majesty, that being of opinion that the practice is attended with inconvenience to Your Majesty's Service, and vexatious expense to the Officer, we would humbly submit, that on and after the 1st of July next, the present practice of issuing Commissions and Warrants to Officers on their appointment to ships, whether those Officers belong to the Military or to the Civil branches of Your Majesty's Navy, be discontinued and abolished. Should Your Majesty be graciously pleased to approve of this our suggestion, we would humbly submit that Your Majesty will be further pleased to ordain that in the cases of the Commissioned and Warrant Officers in Your Majesty's Navy, only one Commission or Warrant as the case may be shall be necessary for each grade or rank, which Commission or Warrant shall be in such form as we may at any time or times direct, and that after a Commission or Warrant shall have been granted to an Officer, whether Military or Civil in Your Majesty's Navy, and also as regards every Officer who now holds a Commission or Warrant in Your Majesty's Navy, it shall not be necessary, so long as such Officer shall continue of the same rank, to grant him any other Commission or Warrant, but he shall do duty and be an Officer, according to his rank for the time being on board such ot Your Majesty's ships or otherwise according to the Commission or Warrant which he holds, or according as he may have been or may be by our verbal or written order, or by the verbal or written order of any other his superior Officer duly authorized to appoint him now or at any time, or from time to time appointed, and we would humbly submit that any future order be signified to the Officer in such manner as we may at any time think proper. Lastly, in the several articles in the Regulations for the Government of Your Majesty's Naval Service, in which it is provided that an Officer's full pay shall commence from the date of his Commission, we would humbly submit that the word appointment be substituted, and that in future, in such cases, an Officer's full pay shall commence from the date of appointment accordingly. ^ back to top ^ |
