Nomination of Officers for Promotion on Flag Officers striking their Flags.

Admiralty, 5th July, 1860.

With reference to Article 4, chap. 8, page 23, of the Queen's Regulations, which extends, on certain conditions, to Flag Officers the indulgence of nominating an Officer for promotion on striking their Flag, the Lords Commissioners of the Admiralty have thought fit to direct that is future whenever a Flag Officer may be permitted to nominate an Officer for promotion, it is to be understood that a Lieutenant, when so nominated, must have completed at least five years' service is that rank at the date at which the Flag Officer may be ordered to strike his Flag, of which five years not less than three years shall have been served is a sea-going ship.

My Lords, however, will be prepared to take into consideration exceptional cases in favour of Officers whose Flags are now flying.
