Revision of the Complements of Her Majesty's Ships and the Introduction of a number of New Ratings


Circular No. 403.
Admiralty, 24th January, 1860.

My Lords Commissioners of the Admiralty having had under their consideration the Complements of Her Majesty's Ships, are pleased to direct that the undermentioned alterations and additions shall be made with regard to the ratings and position of the Officers and Men, to be borne on the books of Her Majesty's Ships hereafter commissioned :-

1st. The Gunner, Boatswain, and Carpenter to rank next and after Second Master.

2nd. The Yeoman of the Signals to be a 1st Class Petty Officer, and to be paid the same as other 1st Class Working Petty Officers ; one to be borne in addition in Flag Ships at home and abroad, and to be paid as a Chief Working Petty Officer.

3rd. A new rating of Signalman established as a 2nd Class Working Petty Officer, and to be paid as the present Yeoman of Signals.

4th. The Armourer to be a 1st Class Petty Officer. and to be paid the same as a Blacksmith.

5th. A new rating of Plumber established as a 1st Class Petty Officer, and to be paid as a Blacksmith.

6th. New ratings of Tinsmith and 2nd Class Stoker established, and to be paid the same as a Painter.

7th. A new rating of Sick Berth Steward established, to have the same pay as Non-Continuous Service Leading Seamen, and the Sick Berth Gratuity allowed to present Sick Berth Attendant.

8th. The Sick Berth Attendant for the future to be paid :be same as a Non-Continuous Service Ordinary Seaman, and to receive only half the Sick Berth Gratuity at present allowed ; but on board a 6th Rate. in which a Sick Berth Steward is not borne, to be paid the whole Sick Berth Gratuity.

The following new ratings established to be paid as severally stated, viz. :-

Shoemaker With same pay as Non-Continuous Service Able Seamen.
Lamp Trimmer
Engineer Engineer's Servant
Engineer's Cook
Captain's servant With same pay as Non-Continuous Service Second class Ordinary Seaman.
Captain's Cook Assistant
Ward Room Servant
Ward Room Cook's Assistant
Gun Room Servant
Gun Boom Cook's Assistant
[N.B. amending Circular for Signalmen, Plumbers, and Tinsmiths being permitted to sign Continuous Service engagements.]

My Lords Commissioners of the Admiralty are pleased to direct that Men holding the ratings of Signalman, Plumber, or Tinsmith, as established by Circular No 403, of the 24th, of January last, may be entered for continuous service.
