The Queen's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty dated the 10th of December, 1869, in the words following:

Whereas we have recently made an alteration in the system of training Cadets in Your Majesty's Navy by lengthening the period of training and placing all Cadets on the same footing, which puts the Cadets of the Navigating Class in a slightly worse position as regards pay than they are in at present, as instead of obtaining the rating and pay of Midshipman on passing out of the "Britannia," they will, under the new Rules, frequently have to wait, for three, six, nine or twelve months dependent on their progress in the Training Ship before they attain that position. We humbly beg to propose to Your Majesty that, in order to give some compensation to these young Officers, whose means compared with those of ordinary cadets, are generally limited. Navigating Cadets who do not obtain the rating of Midshipman on leaving the "Britannia," should be granted an intermediate rate of pay of 2s. 3d. a-day, (�41 1s. 3d. a year) until they obtain that rating: and we beg to add that the Lords of Your Majesty's Treasury have signified to us their concurrence in this arrangement.

Her Majesty, having taken the said Memorial into consideration was pleased, by and with the advice of her Privy Council, to approve of what is therein proposed; and the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
