Deborah Elmore said (in 1850 census) that she was born in South Carolina.

A450 CHESTER CO, SC ALLEN John M-252 060 262 - Chester Village
A450 CHESTER CO, SC ALLEN John M-252 060 266 - No Twp Listed
A450 CHESTER CO, SC ALLEN John M-252 060 279 - No Twp Listed -----This one had HC after it.
(perhaps the census taker told him there were 2 others and the initials were an after thought???)

Does anyone know any other explanation ?

This excerpt from the 1810 South Carolina census, Chester Co. shows a John H. C. Allen....
Could this be Deborah's father?

This census was taken September 14th, 1810

The headings for the 1810 US Federal Census are:

free white males free white females
under 10 10 thru 15 16 thru 25 26 thru 44 45 and over under 10 10 thru 15 16 thru 25 26 thru 44 45 and over

This John H.C. Allen  had a daughter 10 thru 15 in 1810, if she had just turned 10 it is possible, since Deborah's age was different in all the census where we have found her.   There are other John Allens in this census, but this one had H.C. with his name.  I thought it interesting since Deborah named one of her sons John Allen Elmore and one Reuben H.C. Elmore   (with the H.C. standing for Harrison Clinton in our line and if this is the correct person, then the Harrison Clinton could be a name in the maternal line of this John Allen.)

I would like to have feedback of your ideas on this possibility!  Let's work to prove or disprove this theory.....
