     Cecil Willard Dugger was born on 22 March 1908 in Independence, Polk, Oregon.1,2 He was the son of Willis Monroe Dugger and Elizabeth Hattie "Lizzie" Murphy.

     Celia Dugger was born in 1786 Wilkes County, North Carolina.1 She was the daughter of Benjamin Dugger and Elizabeth (Unknown).
     In 1804, Celia Dugger married Lawson Goodwin, son of Drury Goodwin and Mary Dugger, in Wilkes County County, North Carolina.1
     Celia Dugger died in 1855 in Carter County, Tennessee.1
