     On 12 April 1864, Isaac Higgins married Rhoda Frazier, daughter of David Frazier and Rachel Wood, in Carroll County County, Iowa.2,1,3
     In the obituary of Rhoda Frazier dated 6 June 1910 which printed in the Eugene Daily Gurard, circulated in Eugene, Lane County, Oregon, Isaac Higgins was mentioned as her husband.4
     Isaac married Jemima Gibson, daughter of David Frazier and Rachel Wood, on 21 February 1911 in Lane County, Oregon.5
