    Scroggins, Jr., Joe, 68, passed away Sunday, August 31, 2008. He was born May 28, 1940 in Kansas City, Missouri where he attended the public schools.

    In 1963, he received the degree of Bachelor of Science with major emphasis in Marine Transportation from the United States Merchant Marine Academy. Immediately following graduation, he spent a number of years as Third & Second Mate aboard various vessels including oceanographic vessels and freighters in the European and Far East trades. From 1969-1971, he served as the Assistant Dean, U.S. Merchant Marine Academy and Maritime Recruiting Specialist where he personally developed the operation of a nationwide minority group recruiting program including working closely with state and federal congressional representatives for sponsorship. In addition, he provided personal, academic and career counseling to all midshipmen at the academy. Joe was a Commander at the U.S. Merchant Marine Academy.

    From 1971-1973, he attended Harvard University Graduate School of Business Administration and received an MBA with an emphasis in International Business, Finance and Economics. After Harvard, Joe worked as the Assistant to the President and Economist for Conoco, Inc., Houston, Texas, where he was responsible for determining the efficient employment of 13 Conoco owned and time-chartered vessels trading on a worldwide basis. He pledged as a Kappa Alpha Psi.

    In 1980, he joined John Macmillan Associates, Inc., Houston, Texas as a Senior Transportation Analyst where he directed marine transportation studies for clients in the gulf coast area, working closely with port directors, energy executives and terminal operator. A year later, he joined Port of Houston Authority, Houston, Texas a Director of Planning, focusing on both short and long range planning and was later promoted to Director of Facilities, overseeing an annual operating budget of $7mil with a staff of over 250 people who were responsible for planning and controlling activities of the Engineering, Maintenance, Real-estate, Foreign Trade Zone and Marine departments.

    In 1990, Joe took the next step in his career progression as he was recruited to the Tampa Port authority, Tampa, FL as the Senior Deputy Port Director. He assisted the Port Director with day-to-day management, including development of long range plans for the port, coordinating cargo and ship movement via Operations and Finance.

    In 1994, Joe was appointed by the President of the United States, by and with the consent of the United States Senate as Federal Maritime Commissioner. While working at the Federal maritime Commission in Washington, D.C., Joe was responsible for the establishment of policies of the Commission, acting on them and making determinations in the disposition of docket cases and other matters within the jurisdiction of the Commission.

    In 1998, Joe’s appointment expired and he served as an Independent Consultant and Advisor in Marine Transportation, Intermodel and Legislative Affairs for many years. Among his many medals and awards, Joe was honored as a 4A Classification-Lieutenant, United States naval Reserve. He was a member of the U.S. Merchant Marine Academy Alumni Association and Propeller Club of the U.S.

    1969 He received the U.S. Dept. of Commerce Special Achievement Award from the Secretary of Commerce.

    1971 He received the U.S. Dept of commerce Silver Medal Ward for Meritorious Federal Service from the Secretary of Commerce.

    1975 He was appointed by the Mayor, Stanford, Connecticut, to the Stanford Planning Board. He served until 1978.

    1976 he was appointed by the Secretary of Commerce to the Advisory Board of the U.S. Merchant Marine Academy. He served until 1982.

    After a successful career, many years of travel and an anticipated retirement, Joe decided to have more fun at the local level while spending time with his grandchildren and great granddaughter. He taught high school students in Hillsborough County, worked at Disney and Medco, respectively.

    Joe is survived by his wife, Clara Johnson Scroggins of Tampa, FL; brother, Ronald (Rose) of Dallas, TX; son, Michael of Jacksonville, FL; step sister, Carol of Kansas City, MO; grandchildren, Michelle (Bill) of Naperville, IL; Alexzandra and Chaise, of Jacksonville, FL; two great grandchildren, Micaela and Caleb of Naperville, IL; two nieces, Rhonda and Robin of Dallas, TX and a host of cousins, friends and many “mentees”.

    A memorial will be held at 11 a.m., Saturday, September 20, 2008 at Grace Episcopal Church, 15102 Amberly Drive, Tampa, FL 33647; Officiated by The Rev. Canon Benjamin B. Twinamaani, Rector. Interment - Privately Held, At Sea
