Foster, Richard Scroggin 92 Nov. 12, 1920 April 05, 2013 Richard "Dick" Scroggin Foster, 92, of Portland, passed away due to cancer on Friday, April 5, 2013 at his recent home in Federal Way, Wash. Dick was born Nov. 12, 1920 in Mt. Pulaski, Ill. to Richard Baxter Foster [4302:K] and Mildred Alice (Scroggin) Foster [4297:K], three years after his twin sisters, Mary Alice Longworth [32775:K] and Mary Kay Scott 4306:K]. As a boy, Dick moved with his family to Portland where he attended Beaumont Elementary School and graduated from Lincoln High School in 1939. After high school, Dick enlisted in the U.S. Army. He served during WWII as a draftsman in the 2775th Engineer Base Photomapping Co. stationed in Paris and London and was honorably discharged in August of 1945. Following his army services, Dick continued his mapping career in Washington DC for two years. Wanting to be back in the Portland area, Dick came home and attended Lewis and Clark College for four years. He then became a civil engineer for the City of Portland until his retirement in 1978. Through friends, Dick met his beautiful wife, Virginia Lee Flowers, at a party. They were married three months later on March 12, 1955 at Trinity Episcopal Church in Portland. Dick enjoyed traveling, spending time with his family and friends and especially loved building and fixing things. The Lightning sailboat he built was a testimony to his handicraft and a venue for family adventures for many years. Dick is survived by his wife, Virginia; son, Richard Thomas Foster and his wife, Anita of Claremont, Calif.; daughter, Susan Kay Barclift and her husband, Philip of Auburn, Wash.; grandchildren, Jason Lynn White, Cody Michael White, Daniel Ray White and Richard Austin Foster; step-grandchildren, Nichole Jo Locke and her husband, Kyle and Rachael Christine Malloy. A memorial service will be held at 1 p.m. on Friday, April 26, 2013 at St. Luke Lutheran Church in Portland, OR. In lieu of flowers, memorial donations may be made to St. Luke Lutheran Church, 6835 SW 46th Ave., Portland, OR 97219.
