    udge Julia Scrogin is a dedicated public servant who is committed to preserving justice for the people of Yuba County. For the past twenty years as both an attorney and a judge, she has demonstrated a commitment to her community and the California court. She is currently a Superior Court Judge for Yuba County where she has served since 2005.

    Born in Marysville, Judge Scrogin and her family lived in Live Oak where she attended Live Oak High School. After attending Yuba Community College, Judge Scrogin attended U.C. Davis where she earned a degree in history in 1986, and graduated with honors. Judge Scrogin obtained her law degree from U.C. Hastings College of Law in San Francisco in 1989.

    While in law school, she began working as a law clerk for the Sutter County District Attorney’s office as well as the San Francisco and Alameda County District Attorney’s Offices. Her goal throughout law school was to become a prosecutor and, therefore, she tried several jury and court trials as a law clerk.

    Judge Scrogin began her career as a prosecutor with the San Mateo District Attorney’s Office and eventually graduated to felony prosecution with the Lake County DA’s Office. In 1992, eager to return to her hometown, she started working in the Sutter County DA’s office. She started out in juvenile prosecution where she both filed and prosecuted shaken baby cases, vehicular manslaughter, child molestation, gang cases, and homicides. In adult court, she prosecuted all types of felony cases ranging from fraud and domestic violence, to first degree murder with special circumstances.

    Judge Scrogin also conducted grand jury investigations of high publicity cases and child molestation cases. She convicted one such defendant at trial of over twenty felony counts of child molestation, and he was subsequently sentenced to 176 years to life in prison, which still is the longest sentence obtained in Sutter County.

    Before she was appointed to the bench in 2005, Judge Scrogin had tried 50 jury trials. In 2005, Gov. Arnold Schwarzenegger appointed Judge Scrogin to Yuba County Superior Court. For the past eight years she has presided over 45 jury trials, ranging from misdemeanors to homicides, narcotics, sex crimes, and sexually violent predator commitments. She has also served as the family law judge.

    Judge Scrogin’s family has resided in the Yuba-Sutter area for over 100 years. Judge Scrogin’s mother grew up on a peach farm in Yuba County. Her father, who is a retired electrician, grew up in Live Oak where his family had a butcher shop, and a ranch in the Yuba County foothills.

    While in school she was actively involved with 4-H, and spent her summers working odd jobs ranging from being an assistant manager of a fabric store, to driving forklift during prune season for Filter Brothers Farm. A strong work ethic was instilled in Judge Scrogin at an early age by her parents, who were always involved in community activities such as the Live Oak Lions Club, the Junior Women’s Club and the Volunteer Fire Department. By their example she wanted to contribute back to the community in her chosen profession.

    Judge Scrogin believes that everyone that enters her courtroom deserves to be treated equally. She realizes the large impact her decisions have on her community and is honored to have this opportunity to serve the public. She has said, “A judge can’t rule in everyone’s favor, but I want everyone leaving my courtroom to feel like they had a fair shot.”

    In 1995, Judge Scrogin married Michael Burns at St. Joseph’s Church in Marysville. The couple had two children. Michael worked as a vice -president for Feather River State Bank, and managed the Marysville branch. He later became a vice-president for Wells Fargo Bank before he passed away in 2009.

    Judge Scrogin has two school-aged children who are involved in football, soccer, track and field, volleyball and gymnastics. She is also a member of Marysville Kiwanis, and Peach Tree Country Club.

    Judge Scrogin is personally invested in keeping Yuba County safe from violent criminals and committed to justice for her family and for yours.
