Let's see what the structure of a web site might look like:

Here, we see the main page - the "home" page (in this case titled "Next Step") - at the top of the structure.   Two other pages are shown in the structure, so far.  Each of them can be reached from the home page by links placed in that page.  We can build those links individually, or let FrontPage add navigation bars to the pages for us automatically.  FrontPage uses a feature called shared borders within which it places navigation bars - buttons or text - that are links to the other pages in the web site.  To establish the web structure to accept navigation bars, click the Navigation View button in the Views Bar       

To add a page called "Design" at the same level as pages "Structure" and "Organizing," we would click on the home page ("Next Step"), to select it, then click the New Page button.  A new page would appear, with its generic title highlighted.  We would type the title "Design" and press the Enter key.  Note that selecting the "Next Step" page before clicking the New Page button determined that the new page would be subordinate to  the "Next Step" page.

On your web site, go to the Navigation View, click on one of your pages to select it.  Click the New Page button.  Note that a new page, with a generic title, appears - with a linking line to the page you originally selected.  Give your new page a title.  You can change the title of any page in the Navigation View by selecting the page, then clicking the title - do it slowly as two clicks, not as a double-click.  Two clicks on the page title puts you in edit mode; just type a new title and press Enter.  A double-click opens the page in Page View.
