German Towns Paid for Travel and Immigration to America

The URL listed below indicated that towns paid German/Prussian citizens to emigrate, and made arrangements through passenger agents in Koblentz to emigrate to America. All of this was due to the desperately poor towns, thefts, and financial losses in rural Germany/Prussia at the time 1850's (specifically listed 1852 at this URL).

Is it possible that the following book was compiled from records made by town leaders, who paid for the trip to America because the emigrants are listed by town and year?

Book: German language title: (English) The emigration from the circles in the 19th Merzig Century. "Association of National History in circles Merzig, 3 Yearbook. [1934] By J. H. Kell and Josef Werner. Pg 49.

Title in German: "Die Auswanderungen aus dem Kreise Merzig im 19. Jahrhundert." In Verein fuer Heimatkunde im Kreise Merzig, 3. Jahrbuch [1934], pp. 9-54. Pg 49.

What other titles are available to prove the vailidity of this URL's statements?

Was the ship "Roger" one of the contracted ships of the town of Whalen, Prussia by a passenger agent, Johann Anton Leroy, in 1852 - 1853?
