In the United States, federal censuses were taken regularly every 10 years, starting in 1790. On the whole, these have survived well and provide an excellent source of genealogical data.
Although Ireland had regular censuses taken throughout the nineteenth century, precious few of these survived. In the worst cases, such as County Donegal, the 1901 and 1911 censuses are the first ones which survived. So earlier genealogy here relies on other lists known as census substitutes.
Census substitutes are simply lists of people made up at different periods for different reasons. They are generally not as good as a real census because the data they collect is typically only for a select group of the population, e.g. only people of a given religion. But we have to make do!

P.S. For those interested in the Hanlons of Donegal, there are more census substitutes than one might think. The Irish Times lists all surviving censuses and substitutes still available for County Donegal (or other counties, for that matter).
