Couple who lost two sons lobby for strong safety laws
Wherever he goes, Gerard Beckwith of 62 Memorial Rd. brings a photograph of two little boys. They were his and his wife Bonnie's sons who drowned in the fall of 1973 in a swimming pool full of rain water. Just a month after the loss of Shawn and Shayne, ages two and four, the couple vowed to campaign for legislation which would prevent any more such accidents. and as of this month, they have behind them the endorsement of Sen. Edward Brooke, the Massachusetts House of epresentatives and Senate, Mayor S. Lester Ralph and Community people who have banded with them in the name of SAFAC, Safety Avenues for All Children International Inc. "Every tragedy brings with it a lesson to be learned by those who survive," Gerard Beckwith said. "This legislation will do nothing for our two boys, but if one child is saved by changed laws, we feel our children did not die in vain." Beckwith set aside his job as a maintenance repair man in the West Roxbury apartment house were the boys drowned and began lobbying for rigid safety laws. His personal letter with a photograph of his sons went to State representaives and Senators, and he garnered endorsements from the Mass Trade Unions, the Mass Labor Council; the mayors of Somerville, Everett, Chelsea and Revere; the VFW, Disabled American Veterans, the Childrens Lobby and many consumer groups. His wife Bonnie joined him in testifying at a State House hearing before the Legislature's committee on public safety. Incorporated last fall, SAFAC's purposes are listed as "the exploration of all safety avenues, in order to file legislative action to cause laws protecting the life and limbs of all small children. We will try to eliminate the hazards a child faces each day: that could cause the lives of these small children. Our function as a safety organization is to save the lives of all small children whenever possible. Swimming pool safety will be foremost, because the past few decades have seen a spectacular growth in the number of swimming pools in the US. Residential pools, once a status symbol for the rich, are now within the reach of the middle class, having increased from 2,500 units three decades ago to more than 1 million in 1973. Looking for help - Money donated to the Beckwith Children's Memorial has been used in the SAFAC crusade, but now those funds have dwindled. "We are in dire need of money to work with in our fight, and we're asking people to join in our membership drive and as committee members." the Beckwiths' tragedy was the impetus for Senator Brooke's introduction of the Swimming Pool Safety Act of 1976 stipulating that all outdoor, in-ground swimming pools located on federal installations or on land belonging to recipients of federal funds must be surrounded by a child-proof fence and equipped with a life preserver and safety hook. A similar measure already is law in the Commonwealth. those wishing more information on SAFAC may call 628-8625.
