"Matthew Tilghman was "Known Effectionately as the 'Patriarch of Marlyan,' he was perhaps the most valuable man given by the State of Maryland to the service of the American Revolution. He entered public life at the age of 23 years of age when he was made a Captain of a troop of horse organized for the protection of the exposed settlements from the incursions of Indians on the eastern Shore of Maryland. Later he became on of the Justices of Talbot County, Md. In 1751 he was a Delegate to the General Assembly of Maryland. During this time he served as President of the Council for the Eastern Shore. He fathered Maryland's
first Constitution and Bill of Rights."
