James Orrie Blackburn (Jr.) is the son of Mary Sophronia Sites and James Orrie Blackburn (Sr.). He was born 2 October 1927 in Chipley, Washington, Florida. He died 3 October 2007 -- the day after his 80th birthday -- in Tallahassee, Leon, Florida.

• On 26 July 1953, he married Mary Louise Holder in Tifton, Franklin, Florida. She is the daughter of Emmett U. Holder and Sankie Chiles. She was born 18 November 1931. She died 23 December 1998 at age 67 in Tallahassee, Leon, Florida.
• On 24 June 2000, he married Julia Elizabeth Parrott in Leon county, Florida. Libby, as she is known, is the daughter of Claude Cecil Parrott and Lou Ada Jayroe. She was born 17 March 1940 in Georgetown, Georgetown, South Carolina. She died 30 July 2014 at age 74 in Tallahassee, Leon, Florida. Her remains were cremated and scattered at sea in Pawleys Island, Georgetown, South Carolina.
