Culpepper and wife Betty of Chesapeake, a daughter, Gayle Culpepper Hughes and husband Bill of Chesapeake; stepdaughter, Anne Pitt of Virginia Beach; five granddaughters, Lisa Coleman and husband Joey of Newport, N.C., Cherie Mathews and husband Mike of Chesapeake, Heather Culpepper of Chesapeake, Melanie Paskelav and husband Rado of Chesapeake, and Meghan Culpepper of San Francisco; six great-grandchildren, Hunter, Abigail, Alexandra, Jonathan, Ethan and Thomas; and two stepgreat-grandchildren, Katie and Kyle.
     She was a member of Deep Creek Baptist Church, and the Victory Sunday School Class. She was also a lifetime member of the Chesapeake Hospital Auxiliary and Deep Creek Seniors Club. Ruby was appointed one of the first magistrates of Chesapeake when the Justice of the Peace System changed. She retired after 19 years of service in both systems. She was then appointed marriage commissioner for Chesapeake and performed marriages until October 2009. She also performed the mass weddings for Eagle 97 radio for several years.
     The family will receive friends at Snellings Funeral Home, George Washington Highway Chapel, today from 7 to 9 p.m. A funeral will be conducted at 10:30 a.m. Wednesday at Deep Creek Baptist Church with the Rev. Larry Ryals officiating. Burial will follow in Greenlawn Memorial Gardens. Condolences may be offered to the family at www.snellingsfuneralhome.com.4

Born in Chesapeake, VA, he was the son of the late Marvin V. Culpepper, Sr., and Ruby C. Trent. He was also preceded in death by his brother, Michael Culpepper. He was a lifelong Creeker who graduated from Deep Creek High School, was a member of Deep Creek Baptist Church, and was often referred to as Santa both in appearance and generosity to those in need.

Left to cherish his memory: his wife, Elizabeth "Betty" Culpepper; daughters, Lisa Coleman and husband Joey, Heather Anne and Meghan Shane; beloved grandson, Ethan Wyatt Coleman; sister, Gayle Hughes and husband Billy; an abundance of nieces, nephews, great nieces, great nephews and his beloved cats, Indy and Hissy, all of whom he loved dearly.

The family will receive friends at Snellings Funeral Home, George Washington Hwy. Chapel, on Sunday, March 6, 2016, from 1:15 to 2 p.m. The memorial will be held at 2 p.m. Sunday in the funeral home chapel. Interment will follow in Culpepper Family Cemetery on Old Mill Rd., Chesapeake. Flowers are welcome.3
