The TNA Research Guide on passports is not encouraging

Indexes of names, correspondence and various back ground papers survive, but few
actual copies of passports -- unless you are very lucky and yours is included in
the "highly miscellaneous sample" in FO 655. You would probably need a
researcher to pursue this further.
http://www.findmypast.com also has search register of passport applications 1851-1856, 1858-1862 & 1874-1903
