Rufus Wills Cobb was born on February 25, 1829, at Ashville, St. ClairCounty, Alabama, and died on November 26, 1913, at Birmingham. He wasthe son of John W. and Catherine (Stevens) Leak Cobb, who lived on aplantation at Ashville. Governor Cobb was educated at an academy inAshville and graduated from the University of Tennessee, at Knoxville,in 1850. Returning to Ashville, he read law in the office of John C.Thomasson and was admitted to the bar in 1855 . He practiced law inSt. Clair until he moved to Shelby County, Alabama, in 1867 and becamea law partner of B. B. Lewis.
When war was proclaimed in 1861, Cobb joined the Confederate Army asCaptain of Company C, Tenth Alabama Infantry Regiment, and went toVirginia. with that regiment. He remained there until, in 1863, he wasassigned to General Joseph Wheeler's cavalry in Tennessee and placedin charge of a scouting party. At the end of the war Cobb resumed hislaw practice.
Cobb was elected to the Alabama state senate in 1872 and in 1876.During his term in the state senate, he collaborated with PeterHamilton of Mobile on a plan for readjusting the state debt, a plansubsequently adopted by the legislature. Cobb was a friend and advisorof Governor George Smith Houston during Houston's administration.
Cobb was elected governor in 1878 and reelected in 1880. "He had aquiet administration, without striking events." The population ofAlabama was growing, by 1880 the federal census recorded 1,262,505,and the problems of administrative finance and control of therailroads fell to Cobb. "His administration made improvements in taxassessmen tand reduced the cost of surplus in the state treasury."
Also during Cobb's two terms, the State Railroad Commission, the StateBar Association, and the Tuskegee Normal and Industrial Institute werecreated. The records of Governor Cobb's administration reflect that amajor controversy during his last term was prohibition. Theprohibition forces attempted to pass a statewide local option law butwere unsuccessful.
After his term as governor had expired, he retired to private life fora time, but in 1888 accepted the appointment to the office of probatejudge of Shelby County. Cobb also served as president of the CentralIron Works at Helena from 1873 to 1891; was an attorney for theLouisville and Nashville Railway; and was involved in cotton plantingand in developing an iron mine, the Delmar, in northern Alabama.
Cobb belonged to all the branches of the York Rite Masons and wasgrand master of the grand lodge of Alabama in 1879 and 1880. He wasthe only man who was grand master and governor at the same time. Hewas a member of all the lodges of the Scottish Rite Masonry up to andincluding the thirty-second degree. Cobb's last residence wasBirmingham.

Morgan Morgan filed his Will in Pickens District, South Carolina, on27 August 1827. The instrument itself is fairly simple, only one pagein length. One must, however, keep two things in mind when examiningthis document. First, both Morgan and his wife Elizabeth had beenmarried before. And secondly, Morgan's estate was fairly extensive,his being a man of very respectable status. In short, he left hisentire estate to his widow, Elizabeth, for her exclusive use as longas she lived, or until she remarried ... then everything was to go tohis children, whom he had by his first wife Sarah Williams.
Transcription: "South Carolina, Pendleton District, Pickens County,August 27, 1827 ... I Morgan Morgan of the State and Districtaforesaid, calling to mind the mortality of my body knowing it isappointed for all men once to die, do think it proper to make this myLast Will and Testament. First of all, my just debts being paid, I dowill that my wife Elizabeth Morgan, enjoy peaceable possession of thehome plantation, grist mill, and cotton machine, together with thedwelling house, household and kitchen furniture and plantation tools,together with all necessary and useful things upon a plantation forher benefit with as much of the stock as she may deem necessary forher use and support and so continue during her life or widowhood andat her death or marriage to another man, the balance to be returnedback to my children. It is interesting to note that first, neither Morgan or any of thewitnesses signed by a "mark", indicating that all were literate men.Secondly, the signature of Nimrod Sullivan, whose name can also befound in the Will of Robert Cobb (son of John S. Cobb). And thirdly,the name of Henry Cobb, possibly a kinsman of Elizabeth Morgan, by themarriages of her daughters into the Cobb family of Pickens District.
Morgan's Will was prooved on 12 February 1836, indicating he had diedin the interum since it's filing in 1827, and probably in late 1835,or January 1836.
The estate was auctioned publicly on 3 March 1836. A. A. Cobb(Elizabeth's son-in-law by her first marriage) served as auctioneer.The list of purchasers follows:

On 24 February 1836, Benjamin Seago and Henry Head signed an affidavitas the legal representatives of their wives (Sarah and Mary,respectively), as daughters of Morgan Morgan, agreeing to the terms ofMorgan's Will, allowing Elizabeth peaceable possesion of his estate.
On 5 October 1836, one David Morgan of West Union, South Carolina,issued a statement acknowledging his receipt of his (one-ninth) partof the real estate of his deceased father, Morgan Morgan. On 18September 1837, one Joseph Morgan issued a statement to the PickensCounty Ordinary, acknowledging his receipt of "sixty-five silverdollars" as payment for his (one-ninth) share of the real estate ofhis deceased father, Morgan Morgan.
On 31 January 1838, Joseph Stephens and William Poole, residents ofGwinnett County, Georgia, issued a statement acknowledging theirreceipt of their wives (Ann Stephens and Miriam Poole) shares of thesale of the real estate of Morgan Morgan.
