  1. Commander-in-Chief at a Home Port.
  2. Over 21 ; good character, fitness for the rating.
  3. Mechanical drawing (i.e., ability to make an accurate scale drawing of a given portion of gun-mounting, torpedo, or other small piece of machinery ; good hand-writing and hand-printing); fair knowledge of arithmetic, including vulgar and decimal fractions, and mensuration.
  4. Officers specially selected by the Captains of the Gunnery and Torpedo Schools.
  5. Cannot be disrated.
  6. Should, if possible, be a pensioner ; but if no suitable pensioner be forthcoming, may be entered from the shore.
